BARRISTER) patriot know as a bridge-building politician and was born into a famous political known Mariere family of Urevwe quarters in Evwreni, and maternally into the highly acclaimed Emekare/Odeimor family of Okpahwa quarters, Adviser Evwreni clan improvement Union also in Evwreni in Ughelli North Local Government Area of Delta State. EARLY LIFE AND EDUCATIONA considerable part of his childhood and teenage years was spent in the largely rural and agrarian Evwreni. He joined others boys in farming, fishing, hunting and the tapping of rubber trees. This early years can be said, to give him a strong sense of discipline, labour and the virtues of self reliance with love for communities. Omiragwa Samuel Mariere began his formal education at Mariere Primary School, Evwreni in 1976. He later transferred to Ovwodoanwanre Primary School in Ughelli where he eventually obtained the First School Leaving Certificate. His quest for education, led him to Otovwodo Grammar School, Ughelli in 1983. However, he left for Eni Grammar School, Evwreni in 1987. He sat for the then prestigious West African School Certificate Examination in 1988 and passed in flying colours. By the time he bade farewell to the portals of Eni Grammar School, the young Mariere’s intellectual prowess, insightful mind and profound analysis had started taking roots. Having acquired the foregoing promising academic credentials, it was not surprising that he was admitted to study Law at the University of Calabar in 1991.. In academics, sports, students’ activism and campus politics, Mariere became known for his activeness at the University of Calabar. Mariere graduated from the University of Calabar with a Bachelor of Laws (LL.B) degree in 1997. After this, he proceeded to the Nigerian Law School, Abuja for the mandatory one year legal education and was called to the Nigerian Bar becoming a Solicitor and Advocate of the Supreme Court of Nigeria. PROFESSIONAL EXPERIENCEMariere professional career began in Warri as an Attorney in the year 2000 in the Law Chambers of the Doyen of Law, late Dr. Donatus Duoms (DD) Mowoe (SAN). However, he moved in 2001 to the law firm of Okere and Okere in the Garden City of Port Harcourt where he engaged several duels in the main law courts in that famed city. Mariere soon embarked on a legal roller coaster when he established his own Law Chambers in Ughelli POLITICAL ENGAGEMENTPRE-1999-Omiragwa Samuel Mariere easily conjures the memory of that political titan, late Chief Samuel Jereton Mariere (GCON, LLD), His political acumen made him a rallying point in students union politics at the University of Calabar for most of the 1990s. He contested and won elections into many elected offices including the following: Public Relations Officer of the National Union of Urhobo Students, Calabar University Law Students’ Association, Federated Union of Delta State Students, was also President and Director of Litigations of the Roots Associates Chambers of the University of Calabar, currently Delta State House of Assembly Member for Ughelli North 1 and PDP 2019 Candidate for House Of Representative Ughelli/North/South/Udu Federal Constituency. POST – 1999 The emergence of the present democratic dispensation in 1999 coincided with Mariere’s maturation as a lawyer, ready to enter the political arena. He became one of the founding members of the Peoples Democratic Party (PDP) in Ughelli North Local Government Area in 1998. The next year 1999, saw his election as the party’s first legal adviser in the local government area. He served in that capacity till 2008, having been elected thrice due to his meritorious service to the party.
Omiragwa Samuel Mariere served in some of the following committees in the PDP from 2003 till date, these include the following:• Chairman, Ughelli North Local Government Screening Committee for the party primaries for the local government chairmanship and councillorship election in 2002. • Party agent along with Chief M. Erabor at the Local Government Collation centre for all elections conducted in 2003 from the position of the local government Chairman to the President of the Federal Republic of Nigeria. • Chairman of the monitoring team for the 2002 Local Government party primaries. • In 2004, he was made a member of the Local Government Elders and Leaders Council. Though membership of the Council was then restricted to those above 45 years, Mariere was exempted from the age limitation thereby becoming its youngest member and also the Secretary of the Council for some time.. • In 2008, he was appointed the Secretary of the Party’s Disciplinary Committee in the Local Government, the only standing Committee recognized by the Party Constitution, apart from the Executive Committee. • Mariere also served as the Chairman of the Local Government Election Committees for the 2008 Local Government election, and with the help of the Party Elders and leaders delivered all the 20 Councillors and the Chariman of the Local Government Council. • Mariere as a mobilizer and one of the operational directors in the Local Government Area has been entrusted with many sensitive and tasking responsibilities which he always carried out with zeal, competence and good results hence he is highly regarded and trusted by all the Elders and Leaders in the Local Government. Omiragwa Samuel Oghenevwogaga Mariere served as a member of various campaign committees, including being the Manager of Hon. G.E Oyefia Election Campaign Organization in 1999 and the Director of Operations of the Late Hon. Barr. E. O. Idisi Campaign Organization in 2002. In the run down to the 2007 general elections, he served as one of the Directors of Operations in the Olorogun O’tega Emerhor Campaign Organization. In 2008, Mariere was appointed a member of the Board of Directors of the Delta State Agency for Adult and Non Formal Education by the Delta State Government, a position he held until his resignation. SOCIO-POLITICAL PHILOSOPHYLike all political statesmen, Mariere believes that politics and government should be geared towards the common good of the people. He knows that with planning, vision, hard work, innovation, integrity, selflessness and conscientious engagement with the levers of state, the political class will able to deliver the dividends of governance to the people and make life more meaningful and abundance for them. Mariere sees politics call to serve the people whom he considers as the most important decimal. Mariere holds the conviction that apart from basic infrastructural development, the government must concentrate on Human Capital Development through quality formal and informal education and massive employment generation through direct, large, medium and small scale business promotions. He also believes that provision of well organized and monitored micro and medium financed scheme in small and medium scale manufacturing and farming. Omiragwa Mariere also promotes the view that massive reorientation is imperative in the area of education, social values, morals, morals, hard work, courage, honesty, innovation and intellect, and that there must be reward for sound moral values, instead of promoting mediocrity, violence, dishonesty and corruption.
