}}TCI Network is a nonprofit and non-governmental organization formed by organizations and practitioners with deep expertise in clusters and competitiveness. It is a global network which works as a platform for the exchange of knowledge, especially focused in cluster development, and which reaches out to 9,000 practitioners from cluster organizations, national and regional development agencies, government departments, academic institutions, companies and multilateral organizations in over 110 countries from all continents.[1]

The organization is headquartered in Barcelona, Spain, and its 1,700 members come from more than 100 countries. Through a variety of annual conferences, symposia, and publications, TCI seeks to provide an international arena where cluster practitioners, regional developers, and policy makers can meet and exchange best practices, and where global companies can find new partners and advice from cluster professionals.

History

On 1998 a group of professionals with different background and nationalities, Emiliano Duch, Michael Enright, Ifor Ffowcs-Williams, Eric Hansen and Frederic Richard realized the need to create a global network of cluster practitioners to facilitate the spread and success[2] of cluster-based competitiveness initiatives, and this was how TCI Network was created (then named as “The Competitiveness Institute”) during the Institute's First Annual Conference dedicated to "Nuts and Bolts of Cluster Development", held in Barcelona on 3-5 November 1998.[3]

Since then, every year has taken place a Global Conference where different experts on cluster policies have shared their knowledge and different important studies have been presented. The “Cluster Initiative Greenbook” (published by Örjan Sölvell, Christian Ketels and Göran Lindqvist, with a foreword by Michael Porter) which reported the first comprehensive study of cluster initiatives around the world was presented during the 6th Global TCI Conference that took place in Gothenburg in September 2003.[4]

In 2008 the organization changed its name to "TCI Network", arguing a better reflection of its nature: more a network rather than an institute.[5]

In September 2013, a decade after the first Greenbook, The Greenbook 2.0 was launched at the 16th TCI Global Conference in Kolding, Denmark. This new paper revisited the issues studied in the first Cluster Initative Greenbook, and added some new perspectives on cluster initiatives and cluster policy. Another previous study was conducted in 2005.[6][7]

Since 2016, TCI Network is partner of the Interreg Europe CLUSTERS3 project “Leveraging Cluster Policies for successful implementation of RIS3”, which runs from 1 April 2016 until 31 March 2020. The project aims at improving the regional policy instruments of the participating regions committed to cluster based economic development.

Members

In 2018, TCI Network was formed by 500 members. Since 2011 its president is Dr. Christian Ketels, member of the Harvard Business School faculty at Professor Michael E. Porter’s Institute for Strategy and Competitiveness.[8]

The internal governance structure of TCI is formed by a General Assembly (of whom all TCI members are part); the Board of Directors, elected[9] and composed by TCI members, is the executive body of TCI; the Board of Advisors which has strategically impact on the decision of previous bodies and the Secretariat which organizes and coordinates the association.

Some renowned members of the Board of Advisors are: Michael Porter, Bob Breault, Örjan Sölvell, Michael J. Enright, Emiliano Duch, Michael Best, Ifor Ffowcs-Williams, among others.
