BackgroundThe document "The Toronto Declaration: Protecting the rights to equality and non-discrimination in machine learning systems" [1] is a manifesto created by "a coalition of human rights and technology groups" with the aim to "[focus] on the obligation to prevent machine learning systems from discriminating, and in some cases violating, existing human rights law" The document was launched on May 16, 2018 by Human Rights Watch and a coalition of rights and technology groups"[2] and is a response to the increasing use of machine learning algorithms in our every day lives and aims to "mitigate harms and prevent algorithms from discriminating against groups and individuals." [3] The "document draws from international human rights laws to argue that those who are discriminated against by artificial intelligence algorithms should have an avenue to seek reparations" and several human rights organizations have endorsed the document such as Human Rights Watch, Amnesty International, The Wikimedia Foundation and Access Now.[4] Structure
