Todd Douglas Axtell (born May 8, 1968) is an American law enforcement officer who has served as the chief of police for the City of Saint Paul, Minn., since June 23, 2016. Prior to his appointment as police chief, Axtell served as an assistant chief, senior commander, commander, sergeant and police officer with the Saint Paul Police Department as well as a police officer with the Breezy Point and Pequot Lakes Police Departments in north-central Minnesota. Early life and educationAxtell grew up in Silver Bay and Brainerd, Minn. He graduated from Brainerd High School and then studied law enforcement at Alexandria (Minn.) Vocational Technical & Community College, where he earned an associate degree. He also earned a bachelor’s of science degree in law enforcement from Metropolitan State University in Saint Paul, Minn., and a master’s of arts degree in police leadership, administration and education from the University of St. Thomas in Saint Paul, Minn. In addition, Axtell is a graduate of the FBI National Academy, the DEA Drug Unit Commander’s Academy and the Saint Paul Mayor’s Leadership Academy. CareerAxtell began his career in law enforcement with the Breezy Point and Pequot Lakes Police Departments in 1988 as a police officer. He also served as an undercover operative for the Heartland Drug Task Force. In 1989, he joined the Saint Paul Police Department as a police officer with the Eastern Patrol District. Five years later he joined the department’s FORCE (Focusing Our Resources on Community Empowerment) Unit, where he was responsible for investigating problem properties, executing search warrants and working undercover. In 1998, Axtell was promoted to sergeant of the FORCE Unit, where he oversaw citywide crime prevention initiatives, the Crime-Free Multi-Housing Program, graffiti prevention and grant administration. Later that year he was appointed by the Chief William Finney to serve as an inspector responsible for maintaining policy and procedure effectiveness; unit inspections; drug, gun and money audits; employee drug testing; off-duty employment monitoring; and conducting quality assessment surveys. In 1999, Axtell was promoted to the position of chief inspector, which allowed him to lead a variety of special projects for the chief of police, including the development of the “10-1” cable television show, the development of the department’s internet site and the administration of the Accelerated Entry Program, which focused on recruiting and hiring experienced and diverse police officers. While serving as chief inspector, Axtell also assumed the responsibility of being the chief’s executive officer. In this role, Axtell represented the chief at community events, worked with the community to address concerns, and participated in negotiations with the Saint Paul Chapter of the NAACP, which resulted in a historic agreement addressing bias-based policing issues. In 2002, while continuing to serve as the executive officer to the chief of police, Axtell was promoted to the position of acting commander responsible for criminal investigations, the Downtown Patrol Unit and the citywide Park Ranger Program. He also supervised 17 officers and 25 park rangers while serving as the liaison to downtown businesses, residents, parks officials and the city attorney. A year later, Axtell became the commander of Special Investigations, Vice and Narcotics, where he managed the day-to-day operations of 32 personnel, including task force members assigned to the FBI and DEA. After two years in that position, he took over responsibility for the FORCE Unit before becoming the commander of the Western District, a position that lasted for one year—until he became commander of Support Services/Homeland Security and then a watch commander. In 2010, Axtell was promoted to senior commander of the Western District, where he was responsible for 120 sworn and civilian personnel and built strong relationships with the community. Three years later he became the assistant chief overseeing the Operations Division, where he oversaw all patrol districts, community outreach, the Canine Unit, the Mobile Field Force, parking enforcement, community services, SWAT, Mounted Patrol, accident investigations, FORCE and more. Appointment to Chief of PoliceOn Monday, June 13, 2016, Axtell was appointed police chief by Saint Paul Mayor Chris Coleman. Three days later he was sworn in as the 41st chief of police for the City of Saint Paul during a ceremony in the mayor’s office. Axtell quickly outlined his three top priorities for the department of 620 sworn personnel and 180 civilian employees: community outreach, increasing diversity within the department and addressing gun violence.
