Tradable Income-Based Securities, also known as TIBS, is a multi-stakeholder mechanism to finance human capital investments at no cost to individuals, governments, foundations or donors. Key CharacteristicsTIBS involves four key steps: (1) Private investors, either directly or via an intermediary, pay a lump-sum to a government as the purchase price of the TIBS. (2) Private investors, either directly or via an intermediary, cover the cost of human capital investments, such as vocational retraining or eye surgery, in individuals. (3) The government passes back to investors, either directly or via an intermediary, a percentage of the taxation revenue it collects that is attributable to the investment recipients for a set period of time. (4) Private investors can sell the right to the payment stream from the government.[1][2] Steps 2 and 3 are defining characteristics of TIBS, while steps 1 and 4 are optional.
