Founded on December 4th 2007, WAIPU is the World Association of Hockey Players' Union and is the worldwide representative organization for all professional ice hockey players. WAIPU and WAIPU_North America Division are in the following countries; Finland, Switzerland, Norway, Czech Republic, and through KHLPTU; Russia, Belarus, Kazakhstan, Latvia, and through North America Division, USA and Canada. Dr Lucien Valloni is the President of WAIPU with the head office located in Switzerland along with former NHL star Alexei Kovalenko as Vice President. In 2018, WAIPU addressed an Oregon State Committee on Workforce to oppose bill HB4093 which was aimed to exempt WHL players within the State of Oregon from employment laws. Along with WAIPU were former WHL and CHL hockey player and parents who discussed the on going abused endured at the hands of adults while playing hockey in the Canadian Hockey League.[1]

In December of 2017, WAIPU sent a letter to the IIHF and the International Olympic Committee and the U.N.'s International Labour Organization asking for sanctions against the Canadian Hockey League CHL.[2]

After the former players testimonies the Commissioner of the WHL along with his lawyer had an opportunity to respond to the allegations, however they were clearly caught off-guard and bill HB4093 died on the floor without being passed into law subsequently deeming all WHL players in the state of Oregon as Professional ice hockey players who are subject to employment laws. The WHL hired a former top RCMP officer Craig Callens to 'investigate' the allegations when it was revealed that he himself was the subject of a lawsuit within the RCMP for ignoring complaints of abuse from women within the RCMP.[3] Parents of former CHL players were extremely concerned about who was investigating the allegations, and why the actual RCMP and law enforcement wasn't investigating the allegations of child abuse and neglect. Their fears were that the investigations findings would remain covered up. [4]

WAIPU North America Division President spoke in front of the Quebec Legislative Assembly in May 2018 to address another bill, bill 176, which was looking to be passed and would exempt all QMJHL hockey players within the province of Quebec from the Employment Standards Act. Again, like in Oregon, elected officials heard about player abuse before voting on the bill.[5]

Former WHL player James MacEwen was one of the players that testified along with WAIPU before the Oregon Senate Committee on Workforce about the abuse he sustained while playing hockey in the CHL. James would follow up with his complaints by filing a class-action lawsuit against Hockey Canada, the Western Hockey League WHL and the Canadian Hockey League for concussions.[6]
