William Hogan (born 1976) is an English author.

Life

Hogan was born in Halesworth, England. Before moving to London to study English Literature at Goldsmith’s University, he spent his childhood in Sizewell - a small fishing village on the east coast of Suffolk.

He began his writing career in 2001 as a section editor of youth culture magazine Sleazenation, and then as a writer for Channel4, before moving to solo and joint-authoring projects.

Work

Hogan is best known for his book Eyeball Cards – the Art of British CB Radio Culture (Four Corners Books, 2017)[1] written with former Taylor Wessing Prize winner David Titlow.[2]

Exploring the phenomenon of CB Radio[3] that swept Britain in the 1970s and 1980s, and its unique artwork, the book is regarded as a cultural artefact - the first to document the creativity of this forgotten British culture[3], and as the Guardian states “Britain’s first social media revolution”.[4]

In an interview with Hogan and Titlow, The Wire Magazine outlines how the CB Radio phenomemen gave birth to eyeball cards: "From the late 1970s to the early 80s, Citizens Band, or CB radio was at its height, as enthusiasts would broadcast from rigs set up in cars or garages across the UK. Listening in, you’d find a stew of gossip, traffic warnings, lorry drivers’ advice and anarchic conversation. The quasi-legal nature of CB broadcasting – it was legal to own a set, but illegal to broadcast until 1981—created a culture of ‘breakers’ who went by secretive handles and used coded slang to indicate their locations and evade the police. Lexicons of CB slang can be found all over the internet, but much less is known about the eyeball cards that devoted breakers would exchange on CB meet-ups."[5]

John O'Reilly in Eye Magazine[6] describes the cards' artwork: "These roughly printed cards pulled in animals and objects as artefacts of self-identity that float across the airwaves – Dirt Demon, Mutley and Miss Piggy, Bean, Bounty Bar, Black Tulip, Kodak Lady and Fruitcake. The imagery ranged from cartoonish self-mythology via seaside postcard humour to simple icons and typography."
