He was a Teacher[1] at the Crofts Hill Elementary School, Clarendon, 1952-1953; Senior Teacher [1] at Wolmer's Boys' School, Kingston, 1953-1974; Vice Principal[1] at Kingston Technology H.S., 1974-1975; Principal[1] at DeCateret College, Mandeville, 1975-1979; Principal[2] at Kingston College, Kingston, 1980-1986; Secretary General[3] for Jamaica Teachers Association, Kingston, 1986-1994. President[1] of Jamaica Teachers Association, 1979. Chairman[1] for Jamaica Publication House, Joint Trade Union Research Development Center, 1996. Treasurer[1] for the Workforce Development Consortium, Kingston, since 1997. And a Member of the National Council on Education, since 1994. Early life and early careerWoodburn Miller was born in 1929 in the village of Jamaica, the Son of John Nathaniel and Lavinia (nee Parker) Miller. He is the sixth of seven children. Sisters; Velita, Leila, Doris, Olga-Louise, and Petrona, and brother, Ronald. He attended the Rock River Elementary school, graduating at age 15. He then completed pre-college entrance courses via. Correspondence studies and entered Mico Teachers Training College to pursue a Teaching Diploma. CareerFollowing Miller’s graduated from Mico Teacher’s College in 1951, he moved back to his home Parish of Clarendon to take up a teaching position at the Crofts Hill Elementary School approximately 28 miles from his home in Rock River. He taught at Crofts Hill for approximately two and a half years, during which time he met is wife Inez Viola Thompson, who was also a teacher at Crofts Hill Elementary School. The Millers were married in December 1956. In 1953, Miller took up a new teaching job at the Wolmers Boy’s School in Kingston. During his tenure at Wolmer’s, Miller continued advance studies. He took a study leave and went on to the University of the West Indies (Kingston), and then earning a Diploma in Educational Administration at Leeds University. While at Wolmers , Miller was heavily involved in the Cadet force. Shortly after he began teaching at Wolmers, he became a Cadet Officer after being awarded the starting rank of Second Lieutenant. Miller remained with the Jamaican Cadet organization throughout his career until retirement. He left the Wolmers Boys School in 1974 to take a position as the Vice Principal at Kingston Technical High School and in 1975 he took up the position as Principal of the DeCaretret College in Mandeville, Jamaica. After serving as DeCarteret's Principal for five years, Miller became the Principal at Kingston College where he serves for a period of six years. And in 1986 He became the Secretary General for the Jamaica Teacher's Association.
