Edward Borrows and Sons was founded in 1865 by Edward Borrows who had earlier been a partner in James Cross and Company. It was located at Providence Works, Sutton, near St. Helens, England. The company's business included iron and brass founding and repairs to small locomotive engines.

In 1872, the company began building railway locomotives. It specialized in a small 0-4-0WT design which was popular with local businesses, such as Pilkington Brothers, United Alkali Company and Brunner Mond.

In 1912, the locomotive business was taken over by H. W. Johnson and Company and, by 1913, 40 locomotives had been built.[1]

Three Borrows locomotives are preserved. No. 3 is at the Tanfield Railway and Windle and The King are at the Ribble Steam Railway.[2]
