Has taught at various universities in the US and Canada and is currently at to the University of Victoria.[1] In 1989 he was asked by the Canadian Medical Association to establish the Department of Ethics and Legal Affairs, and was its first Director. He was the first expert witness in medical ethics recognized by Canadian courts, and has acted in that capacity in Alberta, British Columbia and Ontario. He has been a consultant to Health Canada, various provincial Ministries of Health and Health Regions, in addition to the Office of the B.C. Police Complaint Commissioner. Eike-Henner has presented invited testimony to Royal Commissions and Parliamentary Committees. From 2004 to 2010 he was the Canadian Bioethics Society’s delegate to the Canadian Council on Animal Care. He is a member of WG4 (Security in Health Information Systems) of the International Medical Informatics Association, was the lead author of its Code of Ethics (translated into 9 languages) and wrote the accompanying Handbook of Ethics for Health Informatics Professionals.[2] In 2007 he was awarded the Abbyann Lynch Medal in Bioethics by the Royal Society of Canada.[3] The Abbyann Lynch Medal is is awarded for a major contribution in bioethics by a Canadian. He is a fellow with the Royal Society of Canada academy of the Arts and Humanities. Current research interests include medical informatics, human tissue banking and genetic engineering.[4] Deliberate DeathHis books The Practice of Death[5] and The Ethics of Deliberate Death[6] compelled Sue Rodriguez to contact Kluge.[7] He became an ethics adviser to Rodriquez, whose Supreme Court case in 1993 Rodriguez v British Columbia (AG) was the first to challenge section 241(b) of the Criminal Code. In a 5–4 decision, the Court upheld the provision in the Criminal Code. In 2015, the Supreme Court of Canada ruled in Carter v. Canada that parts of the Criminal Code would need to change to satisfy the Canadian Charter of Rights and Freedoms. The federal government passed a new law in 2016 allowing medical assistance in dying. AbortionWhile the director of the Canadian Medical Association ethics and legal affairs, in 1991 drafted an analysis for a Senate committee about Bill C-43.[8] The bill was a proposed new law that would restrict access to abortion. The House of Commons had already passed the bill, introduced by the Mulroney government, and it had passed two Senate readings.
