Her Master of Public Administration degree, specializing in Public Policy and Management, was obtained from Harvard University's Kennedy School of Government, in 1997. She is also completing her thesis for a Doctor of Education degree, obtained through research, to be awarded by the University of Liverpool in 2018. Her doctoral specialization is Higher Education and Higher Education Administration.[3] CareerGertrude Mwangala Akapelwa started out in 1973, working for the Zambian subsidiary of International Business Machines (IBM), as a Systems Engineer. She served there for eight and one half years until December 1981. In January 1982, she was hired as the Information Technology Infrastructure and Systems Manager at the African Development Bank, working in that capacity for just short of 24 years until June 2005, based both in Abidjan, Ivory Coast and Tunis, Tunisia. In June 2002, she founded the Victoria Falls University of Technology (VFU), based in Livingstone, Zambia and became its Vice Chancellor from 2010. As of November 2017, she is the incumbent.[3] Other considerationsShe serves on several boards of public and private companies including as a non-executive director of Zambia Railways Limited.
