BiographyHuang was born in Tianzhong Town of Changhua County, Taiwan, on March 30, 1947. He attended the Jingxiu National School. After graduating from Yuanlin High School in 1965, he was accepted to the National Taiwan University. He studied history at the beginning, but switched to psychology a year later. After university, he taught there. He entered politics in 1996, when he was a director in the Ministry of Science and Technology.
