Bush. He was appointed Ambassador to Finland on October 10, 1989 and presented his credentials on November 10 of that year. His mission terminated on August 29, 1991. He succeeded Rockwell A. Schnabel and was succeeded by John Hubert Kelly.^[2] He served as Chief of Protocol from October 31, 1991 to January 20, 1993, succeeding Joseph Verner Reed, Jr. and being succeeded by Molly M. Raiser.^[3]

He attended Tulane University.^[4]
