In 1993, he received a Ph.D in Policy Studies from the University of Michigan. In 1999 he was appointed Director of ASEM Preparatory and Planning Committee, at the Ministry of Finance and Economy. Kim began rising through the ranks of the then Ministry of Planning Budget. By 2010, he was appointed Deputy Minister for Budget, and in 2012 was made second Vice Minister of the Ministry of Strategy and Finance, its third highest position.
