BiographySinilov was born in the village of Byvalki in Gomel Governorate (now Loyew District, Gomel Region, Belarus) to a Russian peasant family. In the red army since 1919, he commanded a platoon. He graduated from the 2nd Moscow infantry courses, the 1st joint Soviet school of the red army. The Central Executive Committee, the WA red army. M. V. Frunze. He served in the cavalry in the East, in Transbaikalia. Since 1932 in the border troops of the OGPU; in the second half of the 1930s he commanded a number of border groups in Transbaikalia. 26.03.1939 appointed as chief of border troops of the newly formed Murmansk border district with the rank of brigade commander. Set by the government the task of deployment of new parts and equipment of the border was resolved in a short time, successfully performed the following tasks in support of the red army during the Soviet-Finnish war, the protection of the new border line after it. On the first after the formation of the Murmansk oblast election 24.12.1939 elected Deputy of the Murmansk regional Council of people's deputies. He commanded the Murmansk pogranichnogo until July 1941 (with 04.06.1940 major General), and then formed the 2nd Separate division of special purpose troops of the NKVD who carried the garrison service, policing and defence of objects of Moscow. With 20.10.1941 to 1953 he was the military commandant of Moscow; organized and supervised the preparation of the Victory Parade in Moscow in June 1945. After transferring to the reserve from 1953 was in charge of military departments of forestry in Krasnoyarsk, Ryazan and the Moscow agricultural economic and statistical institutes.
