A list of states and cities in the United States banning sexual orientation change efforts (conversion therapy) on the basis of sexual orientation and gender identity is below.

All bans, except for New York City's (and Washington, D.C.'s pending review), are limited to such therapy for minors.

15.New York}}2019|1|25}}2019|1|25}} Legislative statute Bill A576[56] passed the state Assembly on January 15, 2019 by a vote of 141-7, and passed the state Senate that same day by a vote of 57-4.[57] The bill was signed by Governor Andrew Cuomo (D) on January 25, 2019, and took effect immediately upon receiving his signature. Since 2016, conversion therapy has been banned in New York from coverage by insurers and Medicaid, or from being practiced by any state-licensed or operated mental health facility per executive order.[58]

On January 16, 2019, Mayor Muriel Bowser signed a bill approved unanimously by the City Council extending the ban to adults who are under the care of a conservator or guardian. The bill was sent to Congress for a 30-day review.[60]

The District shall not enter into agreements with health clinics and/or providers that endorse or engage in the practice of conversion therapy." The policy went into effect immediately.[180]

Pending legislation

As of March 2019, bills to ban conversion therapy on minors have been introduced or are pending in the legislatures of Arizona,[181][182] Florida,[183][184] Georgia,[185] Idaho,[186] Indiana,[187][188] Iowa,[189] Kentucky,[190] Maine,[191] Minnesota,[192][193] Missouri,[194] Nebraska,[195] North Carolina,[196][197] Oklahoma,[198] Pennsylvania,[199] Texas,[200] West Virginia,[201][202] and Wisconsin.[203]

On February 19, 2019, the Colorado House of Representatives passed HB19-1129, which would ban conversion therapy on minors, with a vote of 42-20.[204] It was approved by the state Senate with amendments by a vote of 21-13 on March 25, 2019. The House concurred with amendments on April 5. The bill awaits the Governor Jared Polis's signature, who has stated he would sign such legislation.[205]

On March 13, 2019, the Massachusetts House of Representatives passed H140, which would ban conversion therapy on minors, by a vote of 147-8.[206][207] The bill was approved by the state Senate with amendments by a vote of 34-0 on March 28, 2019. An engrossed bill was enacted on April 4, 2019, and awaits consideration by Republican Governor Charlie Baker, who indicated he is "inclined to support" such legislation.[208]

Local

Conversion therapy bans on minors are proposed or pending in Alachua County, Florida;[209] Sarasota, Florida;[210] St. Petersburg, Florida;[94] Columbia, Missouri;[211] Allegheny County, Pennsylvania;[212] Erie, Pennsylvania;[213] and Shorewood, Wisconsin.[214]

Federal

The Therapeutic Fraud Prevention Act, which would ban conversion therapy nationwide, has been introduced in the 114th United States Congress and the 115th United States Congress by Rep. Ted Lieu (D-CA), who had authored the California bill while State Senator.[215][216]

Resolutions and proclamations

As of March 2019, nine cities/counties have passed non-binding resolutions or proclamations declaring opposition to conversion therapy. These are Edgewater, Colorado;[217] Westminster, Colorado;[218] Wheat Ridge, Colorado;[219] Worcester, Massachusetts;[220] Columbia, Missouri;[211] Suffolk County, New York;[221] Harrisburg, Pennsylvania;[222] Eau Claire County, Wisconsin,[223][224] and Shorewood, Wisconsin.[214]

Vetoed legislation

In June 2018, both houses of the Maine Legislature passed a bill to ban conversion therapy on minors.[225][226] Maine Governor Paul LePage vetoed the bill on July 6, 2018.[227][228][229][230] On July 9, 2018, the Maine House of Representatives attempted to override the veto, but the attempt failed by a vote of 79-61.[231]
