Life and careerSummers was born in Queensland in 1925.[1] He joined the Commonwealth Public Service in 1941 and moved to Canberra in the early 1950s to work for the Burueau of Census and Statistics.[1] In March 1969, Summers was appointed Secretary of the Department of Shipping and Transport, a promotion from his position as deputy secretary of the Department of Trade and Industry.[2] In the role, he worked to set up the Bureau of Transport Economics and brought in new funding arrangements for national highways, rail, urban transport, shipping and road safety.[1] The department's involvement in policy issues increased substantially during the time that Summers was its secretary.[3] In December 1972, the department was reformed as the Department of Transport and Summers was Secretary until late 1973 when then Prime Minister Gough Whitlam announced he was to become the sole Commissioner of a Commonwealth Inquiry into the maritime industry.[4] Summers retired in 1976 due to ill health.[1] Summers died in 1987, his wife Betty had died in 1972.[1] AwardsSummers was made a Commander of the Order of the British Empire in June 1976 for his public service.[5][6] References1. ^1 2 3 4 {{cite news|url=http://nla.gov.au/nla.news-article122104420|title=Obituary: Mr Malcolm Macgregor Summers: Head of former Shipping and Transport|date=1 October 1987|page=6|newspaper=The Canberra Times|location=ACT}} {{s-start}}{{s-gov}}{{s-bef|before=Dudley Williams}}{{s-ttl|title=Secretary of the Department of Shipping and Transport|years=1969 – 1972}}{{s-aft|after=Himself|as=Secretary of the Department of Transport}}{{s-bef|before=Himself|as=Secretary of the Department of Shipping and Transport}}{{s-ttl|title=Secretary of the Department of Transport|years=1973}}{{s-aft|after=Charles Halton}}{{s-end}}{{DEFAULTSORT:Summers, Malcolm Macgregor}}2. ^{{cite news|url=http://nla.gov.au/nla.news-article107081794|title=Secretary appointed|date=5 March 1969|page=8|newspaper=The Canberra Times|location=ACT}} 3. ^{{cite news|url=http://nla.gov.au/nla.news-article110351186|title=New position in transport|date=29 April 1971|page=8|newspaper=The Canberra Times|location=ACT|first=Bruce|last=Juddery|author-link=Bruce Juddery}} 4. ^{{cite news|url=http://nla.gov.au/nla.news-article110749294|title=Canadian to head amalgam of DCA, Transport|date=26 September 1973|page=1|first=Gay|last=Davidson|newspaper=The Canberra Times|location=ACT}} 5. ^{{citation|url=http://www.itsanhonour.gov.au/honours/honour_roll/search.cfm?aus_award_id=1064536&search_type=quick&showInd=true|archiveurl=https://web.archive.org/web/20160120085552/http://www.itsanhonour.gov.au/honours/honour_roll/search.cfm?aus_award_id=1064536&search_type=quick&showInd=true|archivedate=20 January 2016|publisher=Australian Government|work=itsanhonour.gov.au|title=Search Australian Honours: SUMMERS, Malcolm Macgregor, The Order of the British Empire - Commander (Civil)}} 6. ^{{cite news|url=http://nla.gov.au/nla.news-article131822765|title=Four Knights among fifty awards in A.C.T.|newspaper=The Canberra Times|location=ACT|date=12 June 1976|page=8}} 4 : 1924 births|1987 deaths|Australian public servants|Australian Commanders of the Order of the British Empire |
