Pack attended Yale College, the University of California at Berkeley, and New York University.^[2] Early in his career, he worked for Radiotelevisione Italiana and the U.S. Information Agency.^[3]

In 1977 Pack founded Manifold Productions, a film and television production company which produced programs primarily for the Public Broadcasting System (PBS).^[2]^[4] From 2003 to 2006, Pack served as senior vice-president for television programming at the Corporation for Public Broadcasting.^[2]^[4] He has also served on the National Council on the Humanities.^[5] From 2015 to 2017 Pack was employed as chief executive officer of the Claremont Institute and as publisher of the Claremont Review of Books.^[4]^[6]

In June 2018, it was announced that President Donald Trump intended to nominated Pack as the chief executive officer of the Broadcasting Board of Governors.^[7]
