Biography

Semena has worked for the Radio Free Europe/Radio Liberty.[1]

He was arrested by the Russian authorities in Crimea in April 2016 and charged with acting against the "territorial integrity of the Russian Federation."[1] His case was based on the Article 280.1 of the Russian Criminal Code, passed shortly after the annexation of Crimea in 2014. Article 280.1 makes questioning Russia's territorial integrity in Crimea a criminal offense to.[3] In September 2017 he was found guilty on a charge of separatism, and was handed a suspended sentence of two and a half years.[2] He was also barred from "public activities", including journalism, for three years.[2] He is also not allowed to leave Russia.[3]

His sentence was criticized by a number of Western governments as well as over two dozens of NGOs, many of them affiliated with the Helsinki Committee for Human Rights, as "politically motivated".[1][4] Organization for Security and Cooperation in Europe said that “The case of Semena reminds us all of the arbitrary practice of silencing critical voices in Crimea”.[2] RFE/RL described the verdict as "part of an orchestrated effort by Russian authorities in Crimea to silence independent voices."[2] European Union has issued a statement in which it called sentencing of Semena "a clear violation of the freedom of expression and of the media." and demanded his immediate release, alongside several other journalists it deemed unfairly persecuted and imprisoned in Russia.[2][5] Semena himself referred to the ruling is "a sentence against journalism in Russia."[2]

Shortly after his arrest, in 2016, he received the inauguration Pavel Sheremet Award "in recognition of the fact that he was not afraid to risk his freedom and security, defending free speech in Crimea.", through he was not allowed to leave Russia to receive the award personally.[6] In February 2019, Ukrainian Ministry of Information Policy and the Ministry of Foreign Affairs have nominated Semena and another Ukrainian journalist Roman Sushchenko, also arrested and sentenced by Russia in a way the Ukrainian governments finds illegal, for the UNESCO/Guillermo Cano World Press Freedom Prize.[7]

In 2019 Semena published a book about Russian takeover of Crimea, entitled "The Crimean Report". [8]
