He served as a member of Namibia National Assembly from 1990 to 2005, also as a Minister of Environment and Tourism (between 1997 and 2005). He was Minister of Defence in 1995 and 1997 after serving as a Deputy Minister of Defence from 1990 to 1995. Malima was educated at the Institute of Political Science in the then USSR.[5] He was a political educator, military officer and diplomat of SWAPO, specifically the Representative to the USSR between 1987 and 1989.
