It was described by Wang and Wang in 2015. It is found in China (Tibet, Fujian, Guangdong, Jiangxi, Zhejiang).[1] The basal two-fifths of the forewings is blackish brown and the distal three-fifths is pale yellow. The markings are creamy white. The costal margin has two small basal spots, and a large inverted triangular patch before the middle. There is also an elongate band-like stripe extending from the basal three-fifths to the termen. The ventral margin is blackish brown distally. The hindwings are pale grey, the cell with a short black bar situated on the end, and the tornus with a triangular greyish black patch. EtymologyThe species name refers to the colour of the forewings at the base and is derived from Latin basi- (meaning basis) and nigrum (meaning black).[2] References1. ^{{cite web|url=http://www.nic.funet.fi/pub/sci/bio/life/insecta/lepidoptera/ditrysia/gelechioidea/lecithoceridae/torodorinae/philharmonia/ |title=Philharmonia|publisher=nic.funet.fi|accessdate=2016-01-28}} {{Taxonbar|from=Q21309274}}{{Torodorinae-stub}}2. ^{{aut|Wang, Y.Q.}} & {{aut|Wang, S.X.}} 2015: A new species of the genus Philharmonia Gozmány, 1978 from China (Lepidoptera: Lecithoceridae).
