Samuel S. Beard (born 1939) is an investment banker, social entrepreneur, and public servant.[1] In 1972, he co-founded the Jefferson Awards for Public Service along with Jacqueline Kennedy Onassis and Robert Taft Jr.[2][3]

Early life and education

Beard was raised in New York City and graduated with degrees from Yale University and Columbia University. After teaching high school for a year, Beard became an aide to U.S. Senator Robert F. Kennedy.[4]

Career

In 1969 after the assassination of Senator Kennedy, Beard founded the National Development Council. The council has since been responsible for over 100 billion dollars of revitalization financing, creating over 1 million jobs. In the 1970s Beard was hired by President Richard Nixon to lead the federal $100 million bank deposit program.[5]

Beard has initiated and chaired programs for seven Presidents of the United States, including Presidents Nixon, Gerald Ford, Jimmy Carter, Ronald Reagan, Bush, Clinton and Bush.[6] Beard is also the founder of the Global Investment Foundation for Tomorrow.[7]

Beard ran in the Democratic primary for the 1988 U.S. Senate election in Delaware. In 1992, he helped to create the President's Youth Service Awards for volunteerism. Beard also served locally on the Wilmington, Delaware City Council and helped to revitalize the Wilmington riverfront. He also served on President Clinton's commission on reforming Social Security.[8]
