Renamed on October 19, 2017, the institute's original title was Samuel Jackman Prescod Polytechnic (SJPP). HistoryThe Samuel Jackman Prescod Institute of Technology was established in 1969 at the Samuel Jackman Prescod Polytechnic at University Row, Deep Water Harbour, Bridgetown. In 1972, the Barbados Technical Institute merged with the Polytechnic branches in Richmond and Grazettes Industrial Park. The school's remit expanded in 1975 to additionally emphasize technical and vocational training. AcademicsSJPI offers programs in a variety of areas at the certificate and diploma levels:
Students study full-time or part-time through distance learning or continuing education. SJPI first considered distance learning options in the early 2000s, having already established four continuing education centers through existing schools.[1] As of the early 2000s, approximately 3,000 people applied annually to the Prescod Polytechnic, as it was known then, of which roughly 50% were accepted.[1] Others were turned away even if they met admissions standards, due to capacity constraints. Many applicants hailed from other Caribbean countries, some as far away as Namibia.[1] During the 2015-2016 academic year, it was reported that SJPP enrolled 1644 males and 851 females, for a total of 2495 students.[2] SJPI is registered with the Barbados Accreditation Council, although it is not yet accredited by the council.[3][4] University College of Barbados ProposalIn 2002, the government of Barbados announced that it intended to merge the Barbados Community College with the then-named Samuel Jackman Prescod Polytechnic and the Erdiston Teacher's Training College to form the new University College of Barbados.[5] A major cause for this proposal was due to capacity issues among the three institutions. In the 2000-2001 academic year, 13,282 people applied to the three institutions. Only 4,504 could be accepted.[1] A project team involving staff from the Ministry of Education was established, which led to a proposal for the amalgamation. The business plan indicated that the merger would increase access to work-class education, respond in a proactive manner to the demand for existing programs, improve on obsolete and deteriorating facilities, and upgrade programs, curricula, and services. The concept of merging the institutions is similar to initiatives in other West Indian countries.[6] Other examples include Antigua State College, which resulted from the merger of a teacher's college and an already existing community college; Dominica State College, the result of the merger of a Sixth form college, a teacher's training college and a nursing institute; and the Sir Arthur Lewis Community College, which now incorporates the pre-existing teacher's college. In fact, as a multi-disciplinary community college, the Barbados Community is unusual in not having developed from several predecessor institutions.[7] However, the general election of 2008 led to a change in government. The merger was delayed while greater emphasis was placed on shared services among the three institutions. The project team was converted into the Higher Education Development Unit, which was mandated to develop shared resources in the areas of accounting, student information systems, library services, and online learning.
