He earned a degree from Chinese Culture University before moving to the United States to study at Boston University.[1][2] In October 1999, Chung, Chen Ching-pao, and Lin Chung-mo visited the Lungmen Nuclear Power Plant. The inspection, undertaken shortly after the 921 earthquake, found rusty reinforcing bars and potential for seawater seepage into the plant's foundation.[3] He was supportive of a March 2000 agreement signed between the Aviation Safety Council and the Ministry of National Defense codifying inter-agency cooperation while investigating incidents involving military and civilian aircraft.[4] In 2001, he spoke out against the placement of the Port of Kaohsiung under jurisdiction of Kaohsiung City Government via administrative decree from the Ministry of Transportation and Communications, stating that such a move should require legislative consent.[5] Later that year, he stood by MOTC minister Yeh Chu-lan arguing that taxi drivers should not be exempted from paying a fuel tax, because the government would lose revenue designated for improvement of infrastructure.[6] References1. ^{{cite news|title=Stephen Chung (4)|url=http://www.ly.gov.tw/en/03_leg/legIntro.action?lgno=00215&stage=4|accessdate=17 September 2017|agency=Legislative Yuan}} {{authority control}}{{DEFAULTSORT:Chung, Stephen}}2. ^{{cite news|title=Stephen Chung (5)|url=http://www.ly.gov.tw/en/03_leg/legIntro.action?lgno=00229&stage=5|accessdate=17 September 2017|agency=Legislative Yuan}} 3. ^{{cite news|last1=Chiu|first1=Yu-tzu|title=Activists ask for delay of nuke plant|url=http://www.taipeitimes.com/News/local/archives/1999/10/29/0000008580|accessdate=17 September 2017|work=Taipei Times|date=29 October 1999}} 4. ^{{cite news|last1=Hsu|first1=Brian|title=Cooperation plan to help investigate plane crashes|url=http://www.taipeitimes.com/News/local/archives/2000/03/04/0000026527|accessdate=17 September 2017|work=Taipei Times|date=4 March 2000}} 5. ^{{cite news|last1=Huang|first1=Joyce|title=Kaohsiung Harbor deal sparks furor|url=http://www.taipeitimes.com/News/front/archives/2001/05/03/0000084156/1|accessdate=17 September 2017|work=Taipei Times|date=3 May 2001}} 6. ^{{cite news|last1=Chuang|first1=Chi-ting|title=KMT legislators want tax break for taxi drivers|url=http://www.taipeitimes.com/News/local/archives/2001/12/13/0000115582|accessdate=17 September 2017|work=Taipei Times|date=13 December 2001}} 8 : Year of birth missing (living people)|Living people|Boston University alumni|Chinese Culture University alumni|Members of the 4th Legislative Yuan|Members of the 5th Legislative Yuan|Democratic Progressive Party Members of the Legislative Yuan|Party List Members of the Legislative Yuan |
