While passing over the Philippines, Usman brought heavy rain that caused several landslides, which killed 156 people, injured 105 more, and caused ₱5.41 billion (US$103 million) in damages. It entered the PAR later that evening and the PAGASA named the tropical depression "Usman". Usman made its first landfall in Samar, Eastern Visayas on December 28. It passed over Palawan and other areas during the weekend. It was downgraded into a remnant low due to land interaction with the Philippines on December 29.
