Arsenal de Lorient in Brittany launched her on 17 June 1939.{{sfn|Le Masson|1969|p=22}} and she was commissioned in March 1940.{{citation needed|date=November 2011}} On 8 November 1942 the Royal Navy destroyer {{HMS|Brilliant|H84|6}} sank Surprise by gunfire off Oran,{{sfn|Le Masson|1969|p=22}} French Algeria, during Operation Torch, the Allied invasion of French North Africa.
