He was made a privy councillor in 1985.[2] He was educated at Bromsgrove School{{citation needed|date=December 2010}} and Worcester College, Oxford where he was later made an Honorary Fellow.{{citation needed|date=December 2010}} At Gray's Inn, one of the four English Inns of Court, he held the positions of Treasurer (1995),[3] and Master of the Bench.[3] In 1997 he was commissioned by the British government to review the Crown Prosecution Service.
