Israel Frederick Fischer (August 17, 1858 – March 16, 1940) was a U.S. Representative from New York and a Judge for the United States Customs Court.

Biography

Fischer was born on August 17, 1858, in New York City and moved to Brooklyn in September 1887. Fischer attended public schools and later the Cooper Institute, New York City. He was employed as a clerk in a law office where he read law. He was admitted to the bar in 1879 and practiced in New York City from 1880 to 1895. He served as member of the executive committee of the Republican State committee from 1888 to 1890.[1][2]

Congressional service

Fischer was elected as a Republican to the Fifty-fourth and Fifty-fifth Congresses (March 4, 1895 - March 3, 1899). He was an unsuccessful candidate for reelection in 1898 to the Fifty-sixth Congress.[3]

Federal Judicial Service

On May 9, 1899, President McKinley appointed Fischer to the Board of General Appraisers via a recess appointment. On December 15, 1899, President McKinley nominated Fischer to the same seat, which had been vacated by Ferdinand N. Shurtleff. He was confirmed by the Senate on January 17, 1900, and received his commission on January 22, 1900. He served as President of the Board from 1902 to 1905. On May 28, 1926, he was transferred by operation of law to the newly created United States Customs Court. He served as Chief Judge of the court from 1927 to 1932. He served on the court until his retirement on March 31, 1932, and was succeeded by Judge Frederick W. Dallinger.[4]

Later career and death

Fischer served as a delegate to the International Customs Congress held in New York City in 1903. He died in New York City on March 16, 1940. He was interred in Maimonides Cemetery, Brooklyn, New York.[5][6]
