The Masters of Disaster is a group of mercenaries who prefer to work for a prearranged price rather than under their own initiative, united due to the relations of their meta-human abilities by their leader New-Wave. Each member of the group controls one superhuman ability related in some way to a natural destructive force: Earth, wind, fire, and water. Fictional team historyThe Masters of Disaster are enemies of Batman's Outsiders, Infinity Inc., and the Justice Society. All of their powers are based on the elemental forces of nature. One of the Outsiders' earliest defeats is neutralized with the emergence of the heroine known as Looker. Looker manages to defeat the Masters of Disaster and free the others.[1] The Masters of Disaster is later hired by [https://dc.fandom.com/wiki/Maxwell_Tremaine_(New_Earth) Maxwell Tremaine] to kidnap Sapphire Stagg on her wedding day. This plot is thwarted by the Outsiders.[2] They assist Baron Bedlam and his Soviet-backed invasion of the country of Markovia. Many soldiers died in this invasion. The Outsiders attack an enemy camp and encounter the Masters. Learning from a previous encounter, the team manages to defeat the Outsiders.[3] AS Windfall develops sympathetic feelings for the Outsiders and works behind the scenes to keep them alive, there was a tension built into the team. Windfall's defection leads to the Masters of Disaster capturing Windfall and cloning her.[4] The Masters of Disaster sends the windfalls clone to intrude the team. This intrusion is figured by the Batman. The windfall's clone is then killed during her battle while the real Windfall sides with the Outsiders.[5] New Wave, Shakedown, Coldsnap, and Heatstroke were seen as inmates of the Slab at the time when Geo-Force is wrongfully arrested. Geo-Force's imprisonment inspires the Masters of Disaster to plan a jailbreak. The Masters of Disaster and Geo-Force successfully escaped from the Slab.[6] Windfall's sister, New Wave, does not like this, and Shakedown wants the team to work in peace. New Wave kills Shakedown, and Windfall leaves the team.[7] The Masters of Disaster later gain Dust Devil and Mudslide as members, when they go to steal something and end up fighting the Outsiders. Due to the Outsiders having a disagreement on tactics, the Masters of Disaster get away.[8] In 2011, "The New 52" rebooted the DC Universe. During the "Forever Evil" storyline, Coldsnap and Shakedown are transfer to another prison with Deadshot. Heat stroke and New Wave later attack the prison transport in order to free Coldsnap and Shakedown, only to be intercepted by Jetpack-wearing S.W.A.T. officers.[9] Coldsnap and Heatstroke later appear as members of the Suicide Squad when it comes to them assisting Katana in fighting the Kobra organization.[10] Membership

The Masters of Disaster appear in Black Lightning with New Wave portrayed by Brooke Ence, Shakedown portrayed by Hosea Chanchez, Heat stroke portrayed by Esteban Cueto, and Coldsnap portrayed by Derrick Lewis. While New Wave and Coldsnap retain their true identities, Shakedown has the real name of Marcus Bishop and Heat stroke is a man named Joe. After Tobias Whale has his resident techie, Todd Green, crack the codes in an A.S.A. briefcase, they find that the organization were developing metahumans for "Project Masters of Disaster". Later in the season, it's revealed that the project involved turning violent inmates into a metahuman attack squad before they were put into stasis pods for twenty-five years. Said pods were then taken by Tobias so he could utilize them for his purposes. The first member to appear is Shakedown in the episode "Book of Secrets: Chapter Three: Pillar of Fire" when Tobias awakens him to assist him in building a metahuman army by helping his second, Giselle Cutter, steal some more pods. In the episode "The Book of the Apocalypse: Chapter One: The Alpha," Tobias, Dr. Helga Jace, and Cutter release Heatstroke, Coldsnap, and New Wave from their pods. After Cutter severely wounds Shakedown for disobeying Tobias, he states that they will start their metahuman arms race by promoting Heatstroke's attack on the Dark Web. Heatstroke goes on the attack, burning Councilman Kwame Parker, and setting several gas lines on fire. Black Lightning and Thunder fight Heatstroke until Tobias reluctantly takes Jace's advice to have Heatstroke retreat. Cutter later inform Tobias of an attack by former minion Lala, causing the Masters of Disaster to retreat to the rendezvous. In the episode "The Book of the Apocalypse: Chapter Two: The Omega," Coldsnap freezes a generator at the Freeland Power Plant while the 100 incites some riots. While Peter Gambi and Lightning work to thaw the generator, Black Lightning and Thunder fight the Masters of Disaster. Heat stroke is shot by Lala while the others are defeated by Black Lightning and Thunder. In regards to Windfall, the closest analog in this show is Wendy Hernandez (played by Madison Bailey), a young girl who was exposed to the drug "Green Light" 30 years before the series and placed into a stasis pod alongside dozens of other kids like her.
