It came into being on January 1, 1999, as a result of the Polish local government reforms passed in 1998. Its administrative seat and largest town is Nakło nad Notecią, which lies {{convert|28|km|mi|0|abbr=on}} west of Bydgoszcz and {{convert|70|km|mi|0|abbr=on}} west of Toruń. The county contains three other towns: Szubin, lying {{convert|18|km|mi|0|abbr=on}} south-east of Nakło nad Notecią, Kcynia, lying {{convert|18|km|mi|0|abbr=on}} south-west of Nakło nad Notecią, and Mrocza, {{convert|12|km|mi|0|abbr=on}} north of Nakło nad Notecią. The county covers an area of {{convert|1120.48|km2|sqmi|1}}. As of 2006 its total population is 84,786, out of which the population of Nakło nad Notecią is 19,409, that of Szubin is 9,326, that of Kcynia is 4,679, that of Mrocza is 4,203, and the rural population is 47,169.
