The National Association of Attorneys General (NAAG) is an organization of 56 state and territorial attorneys general in the United States. The association's mission is "to foster interstate cooperation on legal and law enforcement issues, to conduct policy research and analysis of issues, and facilitate communication between the states' chief legal officers and all levels of government."

The members include the attorneys general of all 50 states and the equivalent chief legal officers of the District of Columbia, the commonwealths of Puerto Rico and the Northern Mariana Islands and the territories of American Samoa, Guam, and the United States Virgin Islands.

Overview

The National Association of Attorneys General (NAAG) was founded in 1907 to help attorneys general fulfill the responsibilities of their office and to assist in the delivery of high-quality legal services to the states and territorial jurisdictions.

The Executive Committee of the Association is charged with the leadership of Association operations. The Executive Committee comprises the four NAAG officers, four regional delegates, three presidential appointees and chair of the Mission Foundation. Votes for the Executive Committee take place on an annual basis.

The NAAG Mission Foundation, Inc., a 501 (c) 3 organization, was formed in 2002 with proceeds from the 1998 Tobacco Master Settlement Agreement (MSA). Its board consists of seven attorneys general, including the four current NAAG executive officers. The purpose of the Mission Foundation is to benefit NAAG’s mission by engaging in education, research, and training programs, supporting the enforcement of the MSA, and funding other NAAG programs and initiatives.

Mission Statement

The Association provides a forum for the exchange of knowledge, experiences, and insights on subjects of importance to the attorneys general of the states, territories, and district. It fosters local, state, and federal engagement, cooperation, and communication on legal and law enforcement issues. It provides training, research, and analysis to members and their staffs on a wide range of subjects relevant to the practice areas of the attorneys general offices. It assists in the implementation, administration and enforcement of the tobacco Master Settlement Agreement.

NAAG Center for Supreme Court Advocacy

The NAAG Center for Supreme Court Advocacy helps states present cases effectively before the United States Supreme Court. The Center does this in a variety of ways, including: moot courts, editing briefs, conferences and trainings, amicus brief support, publications and the fellows program.

NAAG Center for Tobacco and Public Health

The NAAG Tobacco Center specializes in matters related to the 1998 tobacco Master Settlement Agreement (MSA) and is dedicated to helping the attorneys general of the signatory states (Settling States) interpret, implement, and enforce this agreement. With the leadership of the NAAG Tobacco Committee co-chairs, the Center is committed to providing legal expertise to the Settling States as they enforce the MSA.

The National Attorneys General Training and Research Institute (NAGTRI)

The National Attorneys General Training and Research Institute (NAGTRI) is the research and training arm of NAAG. 2008 marked the inaugural season for NAGTRI, which was created with a vote by the Executive Committee. NAGTRI’s mission is to provide high-quality, non-partisan, and innovative training, research and other developmental resources to support state and territorial attorneys general offices (AGOs).

The purpose of the Advisory Board is to provide advice, counsel, and expertise in the development of NAGTRI operations, to include curriculum and support to assistant attorneys general and other staff in NAAG’s 56 jurisdictions. The Advisory Board is charged with providing candid assessments of what NAGTRI can do better. Most importantly, NAGTRI staff relies on the Board to ensure that they are being responsive to the needs of AG staffs.

The NAGTRI Training Committee is charged with overseeing the delivery of high-quality, responsive and innovative training and research. The Committee ensures NAGTRI meets its mission. The Committee's goals include guiding NAGTRI in its expansion, standardization and increase in the professional quality of research and training while establishing expectations and accountability for long-term growth.

NAGTRI created CCP in 2017 as the nation’s only entity solely dedicated to provide training, research, expertise, and other resources to the staff working in attorneys general offices and other government attorneys and staff committed to protecting the public against consumer fraud and abuse, and the misuse of charitable resources, particularly at the state level.

The Center for Consumer Protection’s (CCP) mission is to assist and enable state and territorial attorneys general in protecting the public in the areas of consumer protection and charitable asset and entity oversight by providing information, technical assistance, and support; facilitating cooperation among attorney general staff through open dialogue and advanced communication systems; planning, organizing, and conducting training and seminars for the exchange of ideas and information on relevant matters; and promoting the development of effective programs and education for the protection of the public.

Center for Ethics and Public Integrity (CEPI)

CEPI was created in August 2016. CEPI provides anticorruption and ethics training through courses ranging from one to five days. CEPI is also a resource for prosecutors and others seeking information about corruption prevention and anticorruption enforcement, particularly at the state level.

The CEPI mission is to provide training, research and technical assistance to prosecutors involved in the fight against corruption, and to provide training and other resources on the ethical practice of law by government attorneys.

Center for International Partnerships and Strategic Collaboration (CIPS-C)

NAGTRI’s vision is to be recognized as the premier organization for training and research throughout the government legal, law enforcement, and prosecutorial arenas. In furtherance of these goals, in 2019 NAGTRI created the Center for International Partnerships and Strategic Collaboration ([https://www.naag.org/nagtri/nagtri-courses/center-for-international-partnerships-and-strategic-collaboration.php CIPS-C]) as the hub for all external and international partnerships.  

CIPS-C’s (CIPS-C) mission is to continue to grow NAAG’s and NAGTRI’s international presence on behalf of the attorney general community through its time-tested and effective commitment to high-quality, non-partisan, and unbiased work.

Center for Leadership Development

The Center supports supervisory staff in state and territorial attorneys general offices by providing a cohesive learning experience in areas of managerial leadership, with opportunities to acquire knowledge and skills needed to work through every day challenges. Instruction and resources are customized to meet the unique needs and characteristics of an attorney general's office.

The NAGTRI Center for Leadership Development serves the state and territorial attorneys general by offering trainings, programs and resources to assist leaders and managers in their efforts to maximize organizational and individual performance.
