The precursor to this governing body was Rural Municipality Carrot River No. 429 changing names to Flett's Springs on February 28, 1938. Carrot River RM was formed December 13, 1909.==Communities==It is home to the village of Beatty,and the hamlets of Ethelton and Pathlow.
