The draw for the qualifying rounds was held on 2 February 1990. There were a total of seven groups. At the conclusion of qualifying, the team at the top of each group qualified for the final tournament, to join the hosts in completing the eight participants. This was the last European Championship to only featured eight teams, as the competition was expanded to 16 teams since the 1996 edition.[1] Qualified teams|- | Team | Qualified as | Qualified on | Previous appearances in tournament{{efn-ua|Bold indicates champion for that year. Sweden qualified automatically as hosts of the competition. 34 teams entered the draw, but East Germany were withdrawn as the country ceased to exist as a result of German reunification on 3 October 1990. The new unified German team took over the fixtures of West Germany, while those of East Germany were scratched. Faroe Islands and San Marino that have been admitted to UEFA in 1990 and 1988, respectively, participated in a European qualifying tournament for the first time. The qualifiers, consisting of 33 teams divided into seven groups (two of four teams and five of five teams) were played in 1990 and 1991. Each group winner progressed to the finals. This was the last European Championship qualifying phase which awarded two points for a win; from 1996 onward, teams earned 3 points for a win.
