He was appointed acting Governor of Saint Petersburg on 3 October 2018. Education and familyIn 1983, he graduated from the Saint-Petersburg State University of Architecture and Civil Engineering and in 2003 – North-West Academy of Public Administration. His wife is the chairman of the Civil Registration Department, St. Petersburg City Administration.[1] His daughter is head of Legal Culture Committee of St. Petersburg.[1] CareerBeglov was born 19 May 1956 and in Baku. He graduated from vocational school and industrial-pedagogical college. In the years 1976–1978, he underwent military service in the Armed Forces of the USSR. In 1983 he graduated from Saint-Petersburg State University of Architecture and Civil Engineering with a degree in Industrial and Civil Engineering.
