One route of {{convert|13.3|mi|km}} begins at US Highway 64 (US 64) in Coal Hill and runs east to Highway 103. A second route of {{convert|16.6|mi|km}} begins at Highway 21 in Clarksville and runs east to Highway 7. A third route of {{convert|1.8|mi|km}} begins at Highway 27 and runs north to the Ozark National Forest. A fourth segment begins at Highway 7 in Dover and runs {{convert|9.8|mi|km}} east to Highway 105. In Clarksville, a spur route of {{convert|0.2|mi|km}} known as Highway 164 Spur or Scoggins Street serves the Clarksville Municipal Airport. All routes are maintained by the Arkansas State Highway and Transportation Department (AHTD). Route descriptionCoal Hill to Highway 103The route begins at US 64 near Coal Hill. It runs north across Interstate 40 and AR 352 before turning west. A concurrency begins with AR 103 into Clarksville.[2] Clarksville to Highway 7The route again meets US 64 before exiting town headed east. AR 164 runs east with AR 123 until Hagarville and continues alone east into Pope County. The route eventually meets AR 7, and the routes concur south to Dover. Highway 27 to Ozark National ForestHighway 164 begins at Highway 27 northeast of Dover at Scottsville in central Pope County. The route runs north to a rural intersection with Forest Service Road 1001 and Broomfield Road, a county road, just south of the Ozark National Forest boundary.
