The Cozen Protocol is a fictional Milwaukee-based crime novel[1], although some former and current Milwaukee police officers believe several scenes portrayed in the book were ripped from the headlines. [2]

A complex read with a host of law enforcement characters, the book’s plot centers on a violent, ongoing gang war. As two rival-Latino groups go at it and the bodies pile-up in a Milwaukee morgue, law enforcement begins to feel the political pressure. Soon, the sitting police chief, Jim Grayson, decides to retire but agrees to stay on until his successor is named.[3]

The insider-candidates to replace Grayson then jockey for attention. One commander uses the gang war to his political advantage, while the assistant chief assembles a shadowy group of Internal Affairs detectives – known as "the bullpen"-- to discredit the reputations of other officers.

In the interim, a veteran attorney, a popular talk-radio host, a street-smart detective, and a television news reporter, work behind the scenes to expose a faction of miscreant insiders.

While the author is officially listed as Mitchell Nevin, it is believed that this is a pseudo name for the real author, who, some speculate is a current or former Milwaukee police officer.

Although The Cozen Protocol’s disclaimer states the novel is purely fictional, several scenes, such as a shooting in a barbershop and a homicide on the steps of a Catholic Church, appear to replicate sensational crimes that occurred in Milwaukee in the 1990s. The insider information contained in the book – from the call numbers of certain squad cars to the details pertaining to the office area of the chief-of-police — hint that the author is intimately familiar with the workings of the Milwaukee Police Department.[4]

The Cozen Protocol was an Amazon.com Breaththrough Novel Award Nominee.[5]
