Service efficiency and standards

Raising the standards of the public libraries to a higher level of uniformity across the country the Public Libraries and Museums Act 1964 "lays on the Secretary of State a duty to superintend and promote the improvement of the public library service":

"Local authorities are naturally anxious to know the standard against which they should measure the efficiency of the service they are providing. These are set out in some detail in the Report of the Working Party on Standards; and its would be the intention of the Secretary of State to refer to the relevant passages of this Report by a circular to local authorities when the Bill becomes law."

The report referred to in the above quote from the Bill's second reading was the Bourdillon report on Standards of Public Library Service.[1] Largely hitherto autonomous public library authorities now had service standards relating to annual additions to stocks of books (250 volumes per thousand population), number and qualification of staff (one member of staff for every 2,500 population served, and 40 per cent of these staff should be qualified), the maximum distance a person should have to travel to their local library (with the exception of rural areas, one mile), etc.[2]

The website for the DCMS Annual Library Plans actually still exists and serves as an archive for the documents of this policy. The Guidelines page of this website links to documents giving guidance to library authorities on how to draft a Library Plan and (later on) a Position Statement. Sheffield also left the webpage linking to their final Position Statement intact, this webpage giving a summary of the purposes of a Position Statement.[3]

A document detailing a 'Proposed Revision of the Public Library Standards' and presumably leading to the above policy change is linked to on the DCMS Annual Library Plans website (mentioned above) with the text "ACL Standards Draft Documentation". The 2007 revised Public Library Service Standards are archived on The National Archives website.[4]

As of 2009 the ... PLSSs [Public Library Service Standards] are no longer captured, replaced now by the Museums, Libraries and Archives Council's (MLA) Library Benchmarks.[5]

The MLA Library Benchmark can be downloaded as a PDF document from the MLA website:

"...a set of voluntary indicators to enable library managers to measure their own performance over time and to benchmark themselves against other authorities and nationally. The benchmarks focus on the key areas of satisfaction, participation, access, resources, quality and efficiency. This is not a standard scheme in the sense of applying minimum standards, but it is the recognised improvement and performance management tool for public library services"
