Woollen graduated from Yale University in 1886 with a bachelor's degree and received a master's degree from Yale in 1889. He served as the head football coach at Wabash College in 1886 and at Indiana University in 1889, compiling a career college football record of 2–2–1. In 1912, Woollen founded the Fletcher Savings and Trust Company. He ran unsuccessfully for the United States House of Representatives in 1896 and the United States Senate in 1926.
