He then studied at St. Vincent College in Latrobe, from where he obtained Bachelor of Arts and Licentiate of Philosophy degrees. In 1923 he entered the University of Fribourg in Switzerland, earning a Doctor of Sacred Theology in 1928. He was ordained to the priesthood on April 2, 1927. Following his return to Pennsylvania in 1928, he served as a curate at Sacred Heart Church in Pittsburgh until 1938, when he became assistant general-secretary of the National Catholic Welfare Council. He was named a Papal Chamberlain in 1942 and a Domestic Prelate in 1945. He served as general-secretary of NCWC from 1944 to 1957. On December 5, 1957, he was appointed Bishop of Altoona by Pope Pius XII. He received his episcopal consecration on January 2, 1958 from Archbishop Amleto Giovanni Cicognani, assisted by Bishops John Francis Dearden and Coleman Carroll (his brother).
