On 19 February 2008, Victorian Attorney-General Rob Hulls announced that Bell would replace Justice Stuart Morris as the Head of VCAT. He was appointed for a two-year term. He is to carry out a review of VCAT to determine what reforms, if any, are necessary. Bell was also elected as a Councillor of the City of Essendon, where he was active in establishing the Essendon Community Legal Centre.
