The Ministry was known as Ministry of Labour until 1998. Singapore is ranked first among 157 countries in the inaugural World Bank Human Capital Index (HCI), which measures the human capital that a child born today can expect to attain by the age of 18.[3] In the IMD World Talent Ranking 2018, Singapore maintained its position as the best nation in Asia and 13th globally in developing, attracting and retaining highly-skilled professionals.[4][5] Statutory BoardsThe MOM oversees 15 divisions and 3 statutory boards.[6] These are:
