Peter Chester (born Peter Speakman 1954 in Blackpool, Lancashire)[1] is an English convicted murderer and paedophile[2] who launched a campaign for prisoners to be given the right to vote. ConvictionChester, who was married and lived on Lytham Road, South Shore[3] was convicted of raping and murdering his seven-year-old niece, Donna Marie Gillbanks,[4] at the home of his sister June Gillbanks (née Speakman) in October 1977.[5] He had fled the flat on Mickleden Road having left Donna Marie in her bed. She was discovered with strangle marks around her neck and the foam and blood in her mouth, by her mother the following morning after she had failed to get up.[6][7] He was found guilty of rape and murder at Chester Crown Court in March 1978 and sentenced to life imprisonment with a recommended minimum term of 20 years. However, he remains imprisoned more than 30 years after his conviction as Parole Board reports have stated that the risk he poses is still too high for him to be granted parole.[6] Right to vote challengeChester launched his legal challenge to gain prisoners the right to vote in October 2009.[6] Peter Chester took his case to the Court of Appeal which unanimously ruled to dismiss his case and also denied him permission to appeal in the Supreme Court. The three judges who heard the case concluded that criminals lose their right to vote once they are sentenced to jail.[8] References1. ^{{Cite news | url=http://news.bbc.co.uk/1/hi/uk/8329605.stm | title=Convicted murderer loses vote bid| date=2009-10-28}} {{DEFAULTSORT:Chester, Peter}}2. ^{{Cite web | url=https://www.telegraph.co.uk/news/uknews/crime/11149716/Revealed-The-killers-and-rapists-among-1000-criminals-launching-compensation-claims-over-prisoner-voting.html?mobile=basic | title=Revealed: The killers and rapists among 1,000 criminals launching compensation claims over prisoner voting - Telegraph}} 3. ^{{Cite web | url=http://www.chorley-guardian.co.uk/news/local/don-t-free-sex-beast-pleads-blackpool-mum-1-424894 | title=Don't free sex beast, pleads Blackpool mum}} 4. ^{{Cite web | url=https://www.independent.co.uk/news/uk/politics/a-great-victory-for-common-sense-david-cameron-hails-supreme-court-judgment-as-murderers-lose-fight-for-prisoners-voting-rights-8883382.html# | title='A great victory for common sense': David Cameron hails Supreme Court| date=2013-10-16}} 5. ^{{cite news|last=Bennett|first=Julia|title=Murdered girl's mum helps others|url=http://www.blackpoolgazette.co.uk/news/daily-feature/murdered-girl-s-mum-helps-others-1-427373|accessdate=17 June 2012|newspaper=The Gazette|date=23 May 2008}} 6. ^1 2 {{cite news|last=Britten|first=Nick|title=Child murderer's voting ban 'infringes his human rights'|url=https://www.telegraph.co.uk/news/uknews/crime/6408023/Child-murderers-voting-ban-infringes-his-human-rights.html|accessdate=17 June 2012|newspaper=The Telegraph|date=22 October 2009}} 7. ^{{Cite web | url=http://www.blackpoolgazette.co.uk/news/crime/what-about-donna-s-human-rights-1-6160461 | title=What about Donna's human rights?}} 8. ^{{cite news|last=Daily Mail Reporter|title=Child killer loses 'human rights' court battle for right to vote in prison|url=http://www.dailymail.co.uk/news/article-1339441/Child-killer-Peter-Chester-loses-human-rights-court-battle-right-vote-prison.html|accessdate=17 June 2012|newspaper=The Daily Mail|date=17 December 2010}} 10 : Living people|1954 births|English people convicted of child sexual abuse|English prisoners sentenced to life imprisonment|English people convicted of murder|Prisoners sentenced to life imprisonment by England and Wales|People convicted of murder by England and Wales|English murderers of children|English people convicted of rape|20th-century English criminals |
