Political careerBefore being appointed by President Benigno S. Aquino III to the Agriculture secretary post, Secretary Alcala was a two-term congressman of the 2nd District of Quezon Province from 2004 to 2010. He is one of the principal authors of the Organic Agriculture Act of 2010 (RA 10068) and Mounts Banahaw-San Cristobal Protected Landscape Act (RA 2718). He was also a co-author of the Climate Change Act (RA 9729) and the Expanded Senior Citizens Act (RA 9994). He is an environmentalist and a non-government organization worker.[1] According to his curriculum vitae, Alcala pursued relentlessly his advocacy for and dedication to agricultural development, particularly organic agriculture in the Congress.[1] Anomalies and ControversiesAlcala was asked to resign over anomalies on rice importation in 2013. As DA Secretary, he allegedly authorized the National Food Authority (DFA) the purchase of 187,000 metric tons of rice without prior approval by the Fiscal Incentive Review Board of the Department of Finance.[2] Alcala also faced accusations of malversation of funds and violation of election laws when he allegedly used his department's money to bankroll the gubernatorial bid of his son, Irvin Alcala, in Quezon province in 2013.[3] In 2017, Alcala was barred by the Ombudsman from government service after the agency found him "liable for the misuse of P13.5 million for the construction of the Quezon Corn Trading and Processing Center."[4] The Office of the Ombudsman in 2019 has filed a graft case against the former Agriculture Secretary over the monopolization of garlic supply, which caused prices to soar in 2014.[5] The Alcalas were named as one of the drug lords operating in the province of Quezon.[6] References1. ^1 {{cite web |url=http://www.sunstar.com.ph/manila/profile-aquino-s-cabinet-members |title=Profile of Aquino’s Cabinet members |publisher=Sunstar |date=2010-07-03 |accessdate=2010-07-09 |deadurl=yes |archiveurl=https://web.archive.org/web/20140202115852/http://www.sunstar.com.ph/manila/profile-aquino-s-cabinet-members |archivedate=2014-02-02 |df= }} {{s-start}}{{succession box |2. ^{{Cite news|url=https://newsinfo.inquirer.net/551665/agriculture-chief-asked-to-resign-over-rice-import-anomaly#ixzz5jk5AjcfP|title=Agriculture chief asked to resign over rice import anomaly|last=|first=|date=|work=Inquirer|access-date=}} 3. ^{{Cite news|url=https://www.rappler.com/nation/48716-alcala-agriculture-fund-son-quezon-governor#cxrecs_s|title='Alcala used agri funds for son's gubernatorial bid'|last=|first=|date=|work=Rappler|access-date=}} 4. ^{{Cite news|url=https://www.rappler.com/nation/184071-ombudsman-ex-agriculture-secretary-proceso-alcala-barred-government-service|title=Ex-agriculture chief Proceso Alcala barred from gov't service|last=|first=|date=|work=Rappler|access-date=}} 5. ^{{Cite news|url=https://news.abs-cbn.com/news/03/26/19/ex-da-chief-alcala-traders-face-graft-over-garlic-monopoly?fbclid=IwAR2TcB_SWFjmUAY6mvohDJQ2jVcZIEek-Fa1wKoO_FOIAoKwIqH8WiZ0GdA|title=Ex-DA chief Alcala, traders face graft over garlic monopoly|last=|first=|date=|work=ABS-CBN|access-date=}} 6. ^{{Cite news|url=https://www.rappler.com/nation/146148-duterte-alcala-quezon-druglord|title=Duterte: Alcala drug links 'true'|last=|first=|date=|work=Rappler|access-date=}} before= Arthur Yap | title= Secretary of Agriculture| years= 2010 – 2016| after= '''Emmanuel Piñol'''| }}{{s-end}}{{Aquino Cabinet}}{{DEFAULTSORT:Alcala, Proceso}}{{Philippines-politician-stub}} 8 : Living people|People from Lucena, Philippines|People from Agusan del Sur|Secretaries of Agriculture of the Philippines|Liberal Party (Philippines) politicians|Members of the House of Representatives of the Philippines from Quezon|1955 births|Benigno Aquino III Administration cabinet members |
