Boord stood for election to the New Zealand House of Representatives for the Labour Party in {{NZ electorate link|Bay of Plenty}} in {{NZ election link year|1946}}, but was unsuccessful.[1] In 1953, following an electoral redistribution the electorate of {{NZ electorate link|Waimarino}} was abolished and largely absorbed into {{NZ electorate link|Rotorua}}. Boord won the candidate selection for the "new" seat of Rotorua defeating Paddy Kearins.{{sfn|Freer|2004|pp=33, 58}}{{sfn|Logan|2008|p=282}} He won the seat and represented the Rotorua electorate from 1954 to 1960,{{sfn|Wilson|1985|p=184}} when he was defeated by National's Harry Lapwood.{{sfn|Wilson|1985|p=211}} He was a Cabinet minister under Walter Nash, and was Minister of Customs (1957–1960) in the Second Labour Government.{{sfn|Wilson|1985|p=89}} Boord served as Mayor of Rotorua from 1971 to 1977.
