It starts at the junction of State Highway 146, and ends at 19th Avenue. HistorySpur 197 was first designated on October 6, 1943 from Farm to Market Road 50 in Independence westward to Old Baylor University Ruins, replacing part of SH 211. On March 13, 1958, the route was replaced by FM 390 and a spur connection. On February 5, 1960, Loop 197 was designated, this time from SH 146 through Texas City to SH 146 along the old location of SH 146. On September 27, 2012, the section from 19th Avenue via 25th Avenue to SH 146 was cancelled. The rest was redesignated as Spur 197.
