The University of Cambodia (UC) is a leading private [2] university located on Northbridge Road in Sen Sok District, Phnom Penh, Kingdom of Cambodia.[3]

Overview

UC was founded on 23 June 2003[4] by Dr. Kao Kim Hourn,[5] Minister Delegate to the Prime Minister of the Kingdom of Cambodia, Founder, Chairman of the Board of Trustees and President of The University of Cambodia,[6] and Dr. [https://web.archive.org/web/20160610154901/http://thehandafoundation.org/mrhanda.html Haruhisa Handa],[7] Advisor to the Royal Government of Cambodia, Founder and Chairman of the International Foundation for Arts and Culture,[8] and Chancellor of The University of Cambodia.[9] UC is accredited by the Royal Government of Cambodia [10] and the Accreditation Committee of Cambodia,[11] and is a member of the Cambodian Higher Education Association.[12]

The motto of the University is, “In Pursuit of Knowledge, Wisdom and Building Tomorrow’s Leaders.”[13] The University's mission and vision focus primarily on preparing Cambodians of all ages to take on leadership roles within society by developing, enhancing, and refining their analytical problem-solving skills and critical thinking abilities.[14][15]

The University of Cambodia uses the American credit-based system as a model,[16] and the programs are taught through the medium of the English language.[2] In 2013, the University launched the Khmer Track, which offers the same UC programs, but taught in the medium of the Khmer (Cambodian) language. UC subsequently renamed the existing English language programs the International Track.[17]

The University is organized to provide Foundation Year, Associate's, Bachelor's, Master's and Doctoral programs through its twelve colleges and schools: the College of Arts, Humanities and Languages, the College of Education, the College of Law, the College of Media and Communications,[18] the College of Science and Technology, the College of Social Sciences, the School of Creative Arts, the School of Foreign Languages, the Techo Sen School of Government and International Relations,[19] and The Tony Fernandes School of Business (formerly the College of Management)[20] Additionally, the School of Graduate Studies oversees the university's graduate programs, and the School of Undergraduate Studies manages the undergraduate programs.[21]

In conjunction with the University's colleges and schools, UC has set up specific institutes and centers to coordinate research and training efforts across academic disciplines.[22] The University operates the Institute for Research and Advanced Studies (IRAS),[23] the Council for Research and Creativity,[24] the ASEAN Study Center (ASC),[25] the Skills and Career Development Center (SCDC),[26] the Center for English Studies (CES),[27] and the Asia Leadership Center (ALC).[28] Additionally, the university has established numerous think tanks including the Asia Economic Forum in May 2005,[29] and later, the Asian Faiths Development Dialogue.[30]

UC has gained popularity for the success of its numerous student clubs and organizations specifically: The University of Cambodia Student Senate,[31] The University of Cambodia Cambodian Red Cross Club,[32] The University of Cambodia Debate Club,[33][34] The University of Cambodia Sport Club,[35] The University of Cambodia Alumni Association,[36] and The University of Cambodia Horticulture Club.[37] The University also has its own official quarterly newsletter, called The UC Bulletin, which contains regular contributions from staff, faculty, students, alumni and other special contributors.[38]

Additionally, UC maintains many formal relationships through sanctioned Memorandums of Understanding with various national and international institutions, organizations and industry leaders.[39]

Academics

Admissions

The University of Cambodia admits graduate and undergraduate students three times per year: late October, late February, and late June. However, students at the Center for English Studies can enroll at five different times per year on a rotating schedule.

Colleges and Schools

The University of Cambodia is home to six colleges and six schools: the College of Arts, Humanities and Languages (CoAHL), the College of Education (CoE), the College of Law (CoL), the College of Media and Communications (CMC), the College of Science and Technology (CoST), the College of Social Sciences (CoSS), the School of Creative Arts (SCA), the School of Foreign Languages (SFL), the Techo Sen School of Government and International Relations (TSS), and The Tony Fernandes School of Business (formerly the College of Management).[20][40] The University offers Associate's, Bachelor's, Master's, and Doctoral degrees in a variety of majors. Three of its Master's programs have been ranked as some of the top programs in their fields in Far East Asia, according to Eduniversal.[41]

College of Arts and Humanities (CoAH)

The College of Arts and Humanities at The University of Cambodia offers six different majors for four degrees. The College contains three departments: Department of Sociology and Anthropology, Department of Social Work, and Department of Literature and Cultural Studies[42]

The College of Law at The University of Cambodia offers a total of five programs: three bachelor's degree (BA) programs, one master's degree (MA) program, and one Doctoral Degree (PhD) program. These degrees are offered through three departments: Department of Law, Department of Public and Private Law, and Department of International Law.[52]

College of Media and Communications (CMC)

The College of Media and Communications at The University of Cambodia offers a total of four BA programs in three different departments: Department of Media and Arts Studies, Department of Visual Communications, and Department of Communications Studies [56] Additionally, the College of Media and Communications offers eight short course programs.[57] The CMC was established by the only university in the country that has its

own media and communications systems to support the teaching and learning practices of students in the fields of media and communications, as it partners with nearby Southeast Asia Television (SEATV), Southeast Asia Radio or FM 106, and Southeast Asia Production.

Techo Sen School of Government and International Relations (TSS)

The Techo Sen School of Government and International Relations (TSS) at The University of Cambodia contains three different departments: Department of ASEAN Studies, Department of Diplomacy and International Relations, and Department of Public Administration and Public Policy [66] Additionally TSS conducts nonpartisan research.[67] TSS is housed on the 10th floor of the building. It was officially approved to offer degree programs by the Ministry of Education, Youth, and Sport on December 31, 2014.

The Tony Fernandes School of Business (formerly the College of Management)

On May 10, 2017, the UC School of Business was renamed the Tony Fernandes School of Business after Tony Fernandes, the Group Chief Executive of the AirAsia Group. The Tony Fernandes School of Business offers a variety of programs through four departments: Department of Accounting and Finance, Department of Management, Department of Entrepreneurship and Strategy, and Department of Marketing.[70]

The Tony Fernandes School of Business was ranked by Eduniversal as the top business school in Cambodia, with "2 Palmes of Excellence," for its high-quality instruction and strong regional influence.[74]

The School of Graduate Studies (SGS)

The School of Graduate Studies works with all the Colleges and Schools to spread information about UC's offerings as well as the value of graduate degrees to prospective students. The School also works in guiding graduate students during their time at UC, and answers any questions they may have. The School of Graduate Studies is part of UC's commitment to expansion, as well as enhancing both the quality and choices available for students. The school oversees the 24 Master's degree programs, as well as the 11 Doctoral programs. It is also responsible for the coordination and publication of the UC Occasional Paper Series.

The School of Undergraduate Studies (SUS)

Endorsed by the Ministry of Education, Youth, and Sport, the School of Undergraduate Studies is the coordinating body for all undergraduate programs over 6 colleges and 3 schools, which currently provide 9 Associate degree programs and 39 Bachelor's degree programs. The SUS aims at enhancing the academic training, governance, management, and research at the undergraduate studies level and also promotes cooperation and collaboration with other schools that have similar academic programs in both Cambodia and overseas. The responsibilities include the establishment of policies that affect Undergraduate Studies affairs, academic initiatives, faculty recruitment, promotions, and tenure.

Enrollment

As of December 2018, The University of Cambodia has a current enrollment of 4,221 students.[23]

Scholarships

The University of Cambodia has offered thousands of scholarships to deserving students, both undergraduate and graduate, since its inception in 2003.[75] The Office of Scholarships manages and oversees the university scholarships in collaboration with other offices and UC entities.

Examinations are offered annually and cover both English and general knowledge, and the top 100 students earn free tuition for the duration of their program.[76] The scholarships themselves are named the Samdech Techo Hun Sen Vision-100 Scholarships with other monikers attached to them, depending on the donor. Sponsors for these particular scholarships have included Dr. Haruhisa Handa, Dr. Rikhi Thakral, Mr. Paul Heng, and China Fairwind, Cambodia.[75] Other scholarships have been donated by Khmer Brewery, Cambodia Advance Communications, and The University of Cambodia.

Several hundred additional UC students have received personal scholarships, meaning private donors funded their education at UC specifically and no scholarship exam was required.[77]

In 2016, The University of Cambodia expanded their scholarship program by creating additional categories in an effort to expand the reach of scholarships offered to deserving Cambodian students. The new scholarship programs are as follows: Academic Achiever, Merit-Based Scholarship, Top Score Achievers, High School Valedictorian Scholarship, Sports Scholarship, ASEAN Young Leaders Scholarship, TSS Scholarship, Research Assistantship Scholarship, Teaching Assistant Scholarship, Graduate Teaching Assistantship Scholarship, Partial Scholarship, and The Center for English Studies Partial Scholarship.[78]

For Academic Year 2017-2018, the University offered several hundred scholarships called the Samdech Techo Hun Sen's Vision 500 Scholarships-2017, and for Academic Year 2018-2019, UC held a strict examination for scholarships under the name Samdach Techo Hun Sen's Vision 2030.

Facilities

The University of Cambodia's 11-story main-campus building is smoke-free and handicapped-accessible and features elevators and ramps. The outside grounds hold a variety of local vegetation including palm trees,[79] car and motorbike parking, and a canteen.[80] The UC Sports Complex is located in the rear grounds and offers both a football (soccer) field and volleyball nets.[81] Welcoming visitors on the first floor is a statue of Samdech Preah Javaraman VII, King of Cambodia during the Angkor Era, on the first floor of UC's main building, reflecting the power of meditation. UC has installed TV monitors in a number of places to showcase the profiles of schools and colleges, profiles of faculty members as well as the major activities of UC throughout each year. On the 11th floor, there is a Coffee Today shop, copy and print center, and the UC Bookstore. Free WiFi is available throughout the campus.

Facility Inaugurations

The University of Cambodia has a practice of renaming Schools, Colleges, Departments, classrooms, and professorships after nations, prominent international organizations, dynamic private companies, and influential citizens. For example, the Techo Sen School of Government and International Relations is named after the Prime Minister of Cambodia, Samdech Techo Hun Sen, and the Tony Fernandes School of Business is named after the CEO of AirAsia, Tan Sri Tony Fernandes. There are currently 18 rooms and lecture halls that have officially been inaugurated. On the tenth floor of the main campus building, the Techo Sen School of Government and International Relations has named rooms after the ASEAN Member States, and it also has dedicated one hall after the World Economic Forum. The ninth floor contains classrooms and lecture halls named after ASEAN Dialogue Partners, and UC invites all embassies to officially inaugurate and decorate their designated room.

The Handa Library

UC's Handa Library has a collection of more than 75,000 books, magazines, newspapers, and periodicals in several languages as well as computers to access online journals. The Handa E-Library offers a number of computers for students to use for their studies. The Handa Library and E-Library are open seven days a week to students, staff, faculty, and the public.[82][83] The E-Library also contains the ASEAN Resource Center, which is a collection of books pertaining to ASEAN.[84]

Laboratories

As of 2009, the school has been introducing e-learning for some of its programs.[85] There are now four separate laboratories at UC, including the Computer Repair Lab, the IT Center Lab, the Language and Multimedia Lab, and the Networking Lab.[86]

Southeast Asia Television and Radio

Southeast Asia Television (SEATV) and Radio has been a long-standing partner of The University of Cambodia and is located on the University's campus. SEATV serves as a training center for the College of Media and Communications, where students can learn hands-on from the experts. SEATV also hosts and broadcasts several UC events, such as the annual graduation, and then airs them, along with UC TV and radio commercials.

Research

The University of Cambodia conducts a variety of research related projects, offers consulting services, and hosts research-related events, all of which are overseen by various centers and institutes devoted to the coordination of research and publications at the University. Students, faculty, and staff are also encouraged to conduct research, both at the undergraduate and graduate level, and then publish their results in the recently launched Cambodian Journal of International Studies, a publication managed by the University.

ASEAN Study Center

The ASEAN Study Center (ASC) conducts research on cross-cutting, ASEAN-related issues. The Center promotes greater ASEAN awareness in Cambodia and contributes to Cambodia's integration into ASEAN by publishing books on various issues in the region, hosting a diplomatic lecture series, and working with local embassies. ASC is officially endorsed by the Ministry of Education, Youth and Sport.[87]

Council for Research and Creativity

The Council for Research and Creativity is a coordinating body of stakeholders who work to motivate UC students, faculty, and staff to conduct research at all levels and then publish their results. It primarily focuses on conducting policy research, particularly concentrating on Cambodian higher education issues and regional and international politics.[88]

Institute for Research and Advanced Studies

The Institute for Research and Advanced Studies conducts research on a variety of issues, which have included leadership,[89] globalization,[90] academic issues inside the classroom,[91] and Cambodian-related academic policies,[92] among others. Both the Institute for Research and Advanced Studies and the Council for Research and Creativity work on the Cambodian Journal of International Studies, which showcases research produced by the UC Community.

Over the past few years, UC has launched a number of new publications.

Cambodian Journal of International Studies

The Cambodian Journal of International Studies, overseen by the Institute for Research and Advanced Studies and the Council for Research and Creativity, is a bi-annual research publication that provides UC students and community members with the chance to showcase various types of research they've conducted. The journal includes articles, papers, interviews, and reviews. The first edition was published in December 2016, and is identified by the ISSN 2663-1253.[93]

UC Monograph Series

The UC Monograph Series is a journal that is designed for in-depth analyses of particular issues, generally of a specialist nature. Articles for the UC Monograph Series are longer and more critical than those from the Cambodian Journal of International Studies, as they are written by those who have extensive experience in their respective fields. Its ISSN is 2663-2519.

UC Occasional Paper Series

The UC Occasional Paper Series is an academic journal that publishes graduate students' academic papers from UC, other Cambodian universities and Cambodian students currently completing their graduate degrees abroad. The journal is peer-reviewed and intended to provide a platform for graduate students to improve and disseminate their research, reviews, and findings. All papers are subject to a rigorous review process and are encouraged to make continuous improvements to their work. The UC Occasional Paper Series is published twice a year in March and September, and is available in electronic form on The University of Cambodia website and in print at The University of Cambodia's libraries. Its ISSN is 2663-2527.[94]

UC Working Paper Series

The Working Paper Series is an academic research journal for undergraduate students. Students may submit exemplary research papers, their Bachelor's theses or any other work they deem to be noteworthy, and their papers can cover any topic. A panel reviews each submission and determines if it meets the standards of the panel. Its ISSN is 2663-2535.

The UC Bulletin

The UC Bulletin is a quarterly publication published by the Office of the President and is designed to update stakeholders on UC events and activities. The publication is also used to highlight the accomplishments of UC students, faculty and staff, in an effort to give them the recognition they deserve, and to openly document the University's activities and achievements. Students are encouraged to submit their own writing and to share their experiences at the university.

The UC Encyclopedia

The UC Encyclopedia provides students, faculty, staff, alumni, prospective students, families, friends and other guests with access to basic information about all that The University of Cambodia offers. The purpose of such a document is to encourage transparency and mutual understanding between the university and all its stakeholders. The Encyclopedia is meant to be used to easily reference information about colleges, majors, labs, libraries, offices, and university guidelines.

Alumni

The University of Cambodia provides numerous services for alumni including access to all UC facilities and ongoing skills and career coaching after graduation. UC places a strong emphasis on producing employable graduates that are successful in their industries, and the policies of supporting and promoting UC alumni display this commitment.

Alumni Reunion

In 2015, The University of Cambodia began hosting an annual Alumni Reunion. The event was created in an effort to provide valuable networking opportunities for UC alumni and current students, as well as to build connections between alumni and UC, thus creating strong collaborations between various sectors of industry, commerce and education in Cambodia. So far, the event has been held in late 2015 and 2016 as well as early 2018.

Student Organizations

UC Student Federation

The UC Student Federation is the umbrella group for all the student organizations at The University of Cambodia; these organizations include The UC Student Senate, The UC Debate Club, The UC Cambodian Red Cross Youth, and The UC Alumni Association. These student-led groups encourage community service and strengthen the university as a whole by having some of the most dedicated students advocate for UC in a variety of manners. They have won many national awards, including first place in Role Play at the 3rd National Youth Arts Festival 2017 from the Ministry of Culture.[116]

The University of Cambodia Student Senate

The University of Cambodia Student Senate is an elected body of students who organize and coordinate extra-curricular activities that encourage interactions between students, facility, staff, and distinguished individuals.[117] Student Senate elections are held annually and are overseen by the incumbent officers, who may not be reelected, and a council of staff, faculty, and members of The UC Board of Trustees.[118]

The Student Senate organizes a Khmer New Year Celebration every year,[119] and an International New Year Celebration.[120] In recent years the Student Senate has also organized Mock-ASEAN events to give students the unique opportunity to replicate ASEAN meetings. The event is very similar to Model-UN activities in the US. The Student Senate has organized Mock-ASEAN Plus Three (2015),[121] and Mock ASEAN-China Summit (2014).[122] The Student Senate has also been responsible for Green World, an eco-centered project aimed at environmental protection awareness and reducing deforestation;[123] the Short Story Competition, a university-wide English-based fiction writing competition;[124] and “Life and Study” Radio Talk Show on Southeast Asia Radio (May 2011[125] – December 2011[126]).

The University of Cambodia Debate Club

The Debate Club was created in an effort to improve and enhance students’ soft skills such as public speaking, teamwork, and critical thinking.[127] Additionally, the Debate Club provides students with extensive training on evidence-based research methodologies and their practical applications. The Debate Club has hosted internal debates,[128] in addition to competing against other Cambodian universities and international competitors in numerous debates since its founding in 2009.[129] the Debate Club has been successful in many debates, including:

The University of Cambodia Cambodian Red Cross Youth

The University of Cambodia Cambodian Red Cross Youth was founded in July 2011[135] with the purpose of building student's skills and preparing them to become active leaders and capable resources for humanitarian efforts in Cambodia.[136] Red Cross Youth members attend training sessions and workshops, in addition to assisting with humanitarian projects across Cambodia.[137] Training sessions are often centered on promoting health and safety; the ultimate goal being that UC Red Cross Youth members share the knowledge and skills they have gained with their classmates and the community at large.[138] The UC Red Cross Youth won the 2nd prize award on the Youth Forum Debate on "Youth and the Respect of Law on Road Traffic" in May 2016.[139] In 2018, UCCRCY held elections for new official members and hosted workshops on road safety for students, faculty and staff.

UC Volunteers Program

The University of Cambodia Volunteers Program is a new initiative that seeks to get UC students involved in the development of their nation. The Volunteers program organizes a variety of events and campaigns to develop the skills of younger students, particularly in rural areas, and will also focus on economic and environmental issues. Students gain leadership experience and build practical skills by participating in the planning and execution of events.

The University of Cambodia Sport Club

The UC Sports Club is led by University of Cambodia Student Senate project holders and a committee of advisors from The UC management team. It was founded in 2013, and teams have since participated in numerous soccer tournaments and track and field events with other institutions in Cambodia.[140] Additionally, The University of Cambodia houses a Sports Complex, which the Sports Club uses for training sessions.[141]

The University of Cambodia Horticulture Club

The UC Horticulture Club was created with the purpose of keeping The UC Campus “clean and green.” Membership is open to all students, faculty, and staff.[142]

Annual Events

UC Annual Graduation

A graduation is an annual event where students are formally presented with their diplomas after completing their respective degrees. Additionally, the graduation ceremony confers Certificates of Recognition to outstanding staff, faculty, and students, as well as honorary doctorate degrees. To date, UC has held 13 annual graduations and has over 3,000 alumni.[143]

UC Welcome Week

UC Welcome Week is an annual orientation for new students to the University. Organized by UCSS, UC Welcome Week is an introduction to The University of Cambodia, including all its colleges, schools, offices, library, student organizations, and services. Students participate in several enjoyable activities, including a university-wide scavenger hunt, in order to familiarize themselves to the campus.

Student Academic Leadership Conference

The Student Academic Leadership Conference (SALC) is a week-long event hosted by students for students. It spans twelve half-day sessions, each of which is organized by a College or School at the University, and they all differ in format, topic, list of speakers, and purpose. This multi-pronged approach allows students to be exposed to several different learning methodologies and to experience first-hand the various personalities of all the Colleges. The Conference is open to all students, who can attend as many sessions as they desire, and they are encouraged to invite their friends to join.[144]

Forum for Success

The Forum for Success is a bi-annual event geared towards both UC students and other students and professionals at large in order to equip them with knowledge from leading experts about a variety of topics related to employment, academic success, and personal fulfillment.[145]

The Scholarship Forum

The Scholarship Forum is a regularly occurring event that hosts representatives from embassies to come to discuss the scholarship opportunities that exist between Cambodia and their respective country. This event promotes cooperation between the two nations and is geared towards the benefit of students who are interested in pursuing a higher education degree abroad.

The University of Cambodia Foundation

The University of Cambodia Foundation (UCF) oversees the fundraising activities of the University. UCF is highly involved in student and alumni services, facilities development and research initiatives.[146] UCF's main function is to seek for donors to fund scholarship programs. Over 80% of UC students receive scholarships facilitated by UCF.[147] In July 2018, UC launched The University of Cambodia Funding Campaign 2018-2023 in order to raise $300 million to provide even more opportunities to young Cambodian scholars and ensure that qualified youth have access to higher education. The campaign coincides with the 15th anniversary and is designed to support UC's academic mission, vision and roadmap by emphasizing the following key areas: prioritizing students in pursuing their academic and professional goals; focusing on research, innovation and creativity; raising the standards of teaching and academic quality; and building modern learning and research environments. Additionally, donations will be geared towards eleven priorities: student scholarships and stipends; Research; Faculty & academic development/improvement; Library development; Building a new home for the Techo Sen School of Government and International Relations; Student dormitories; Science laboratories; Sports complex development; Building a new campus in Siem Reap; and establishing a new campus in Kampot.[148][149]
