Pattina was built as a private motorboat of the same name by the Luders Marine Construction Company at Stamford, Connecticut, in 1916. On 10 September 1917, the U.S. Navy acquired her under a free lease from her owner, B.F. Schwarts, for use as a section patrol boat during World War I. She was commissioned on 22 October 1917 as USS Pattina (SP-675). Pattina conducted patrols along the United States East Coast for remainder of World War I and into early 1919.
