It elects one Member of Parliament (MP) by the first past the post system of election. In the Scottish Parliament, Orkney and Shetland are separate constituencies. The Orkney and Shetland by-election was a Parliamentary by-election. It returned one Member of Parliament to the House of Commons of the United Kingdom, elected by the first past the post voting system. VacancyCathcart Wason had been Liberal Unionist MP for the seat of Orkney and Shetland since the 1900 General Election. In July 1902 he decided to cross the floor of the House to sit with the Liberal opposition. Leaving the Liberal Unionist Party, he cited Government policy on the army, the Education Bill and the Irish land question.[1] He faced criticism from the Unionists in his constituency and following pressure, he resigned his seat on 7 October 1902 to contest the subsequent by-election.[2]Electoral historySince 1885, the seat had been always comfortably returned the Liberal Party candidate. Then the seat was surprisingly gained by Wason, standing as a Liberal Unionist in 1900; {{Election box begin | title=General Election January 1900[3][4]}}{{Election box candidate with party link|party = Liberal Unionist |candidate = Cathcart Wason |votes = 2,057 |percentage = 50.5 |change = +10.4 }}{{Election box candidate with party link |party = Liberal Party (UK) |candidate = Leonard Lyell |votes = 2,017 |percentage = 49.5 |change = -10.4 }}{{Election box majority |votes = 40 |percentage = 1.0 |change = }}{{Election box turnout |votes = 4,074 |percentage = 54.9 |change = -1.0 }}{{Election box gain with party link |winner = Liberal Unionist |loser = Liberal Party (UK) |swing = }}{{Election box end}} Candidates
