The 1999 Castle Point Borough Council election took place on 6 May 1999 to elect members of Castle Point Borough Council in Essex, England. The whole council was up for election and the Labour party stayed in overall control of the council.[1] BackgroundBefore the election Labour controlled the council with 32 councillors, compared to 5 for the Conservatives and 2 seats were vacant.[2] This came after Labour had won a majority at the 1995 election gaining 30 seats from the Conservatives and meant the Conservatives required a swing of over 10% to take back control.[2][3] Both the Conservative and Labour parties contested every ward, while the Green party had 3 candidates.[2] Meanwhile, the Liberal Democrats did not stand any candidates at the election, despite having put up over a dozen candidates in 1995.[4] Election resultThe Labour held onto control of the council with 24 counillors, but lost 10 seats to the Conservatives who finished with 15 seats.[5] Most of the Conservative advances came in Benfleet, where they picked up 6 seats.[6] Meanwhile, the Conservatives gained both seats in Canvey South after 2 recounts, with the final result in that ward being announced the day after the election.[7] Overall turnout at the election was 32%.[8] {{Election Summary Begin|title = Castle Point local election result 1999[5]}}{{Election Summary Party||party = Labour Party (UK) |seats = 24 |gain = 0 |loss = 10 |net = -10 |seats % = 61.5 |votes % = |votes = |plus/minus = }}{{Election Summary Party| |party = Conservative Party (UK) |seats = 15 |gain = 10 |loss = 0 |net = +10 |seats % = 38.5 |votes % = |votes = |plus/minus = }}{{Election Summary Party| |party = Green Party of England and Wales |seats = 0 |gain = 0 |loss = 0 |net = 0 |seats % = 0 |votes % = |votes = |plus/minus = }}{{Election box end}} Ward results{{Election box begin | title=Canvey South (2 seats)[7]}}{{Election box candidate with party link||party = Conservative Party (UK) |candidate = Sylvia Waymark |votes = 598 |percentage = |change = }}{{Election box candidate with party link| |party = Conservative Party (UK) |candidate = Jeffrey Stanley |votes = 596 |percentage = |change = }}{{Election box candidate with party link| |party = Labour Party (UK) |candidate = Lynne Fletcher |votes = 592 |percentage = |change = }}{{Election box candidate with party link| |party = Labour Party (UK) |candidate = Terry Norman |votes = 590 |percentage = |change = }}{{Election box candidate with party link| |party = Green Party of England and Wales |candidate = Chris Keene |votes = 62 |percentage = |change = }}{{Election box candidate with party link| |party = Green Party of England and Wales |candidate = Hollie Coley |votes = 61 |percentage = |change = }}{{Election box turnout| |votes = 2,499 |percentage = |change = }}{{Election box gain with party link| |winner = Conservative Party (UK) |loser = Labour Party (UK) |swing = }}{{Election box gain with party link| |winner = Conservative Party (UK) |loser = Labour Party (UK) |swing = }}{{Election box end}} By-elections between 1999 and 2003{{Election box begin | title=St. Georges By-Election 19 July 2001[9]}}{{Election box candidate with party link||party = Labour Party (UK) |candidate = |votes = 712 |percentage = 53.9 |change = -5.1 }}{{Election box candidate with party link| |party = Conservative Party (UK) |candidate = |votes = 609 |percentage = 46.1 |change = +5.1 }}{{Election box majority| |votes = 103 |percentage = 7.8 |change = }}{{Election box turnout| |votes = 1,321 |percentage = 24 |change = }}{{Election box hold with party link| |winner = Labour Party (UK) |swing = }}{{Election box end}} References1. ^{{cite news|url=http://news.bbc.co.uk/hi/english/static/vote_99/locals_99/html/constituency/47.stm|title=Castle Point|work=BBC News Online|accessdate=27 July 2014}} {{Essex elections}}{{United Kingdom local elections, 1999}}2. ^1 2 {{cite news|title=All eyes on Castle Point election|date=29 April 1999|work=Essex County Publications|publisher=NewsBank}} 3. ^{{cite news|title=Tories may figure a way back into some local affections: Relatively modest voting swings could see Conservatives return to control of councils lost in the 1995 debacle, Alan Pike writes|last=Pike|first=Alan|date=5 May 1999|work=Financial Times|publisher=NewsBank}} 4. ^{{cite news|title=Voting For A New Britain: Lib-Lab pacts spread across the country -
