BiographyBorn in 1944 in Lima, he studied economics at the Universidad Nacional Mayor de San Marcos and Sociology at the Universidad Inca Garcilaso de la Vega. Since 1965 he enrolled himself at the Peruvian Aprista Party, where he was the secretary general from 1992 to May 1995.
